Request For Proposalsscope Of Servicesthe City Of Surrey (The “City”) Is Inviting Proponents To Submit Proposals That Provide A Solution For Hostile Vehicle Mitigation. The Primary Objective Of This Project Is To Provide The City’S Festival And Event Support Team With An Informed And Formalized Set Of Guidelines To Follow When Assessing Hvm Risks At Outdoor Events. This Is To Be Done By Creating A Clear Understanding Of Hvm At Events Including Industry Standards, Government Requirements, Risk Considerations, Risk Levels, Appropriate Hvm Implements, Exclusion Zones, Verbiage, And More. The Hvm Guidelines Are To Be Complete With Specific Considerations Around How To Ensure Accessibility To Events Spaces Remains A Priority Without Comprising Event Safety. Lastly, The Guidelines Are To Include An Assessment Matrix To Help Fest Categorize All Major, Outdoor Events Based On Risk Levels.Background And Researchthe Consultant Will Research Local And International Examples Of Hvm Guidelines And Assessment Matrixes That Meet And Exceed Industry Standards.A Special Focus On Traffic Laws, Traffic Patterns, Infostructure And Case Studies In Canada, And British Columbia Is Required.Deliverablesthe Consultant Will Deliver A Surrey-Specific Set Of Hvm Guidelines For Fest To Use Across All Major, Outdoor Events.The Consultant Will Provide A Risk Assessment Matrix For Fest To Be Able To Categorize Events Into Categories Of Very- Low, Low, Medium, High, And Very- High Risk, Based On Risk Levels.The Consultant Will Provide A List Of Acceptable Hvm Implement Options For Varying Risk Levels And Location Types.Addendaif The City Determines That An Amendment Is Required To This Rfp, The City Representative Will Issue A Written Addendum By Posting It On The Bc Bid Website At Www.Bcbid.Gov.Bc.Ca And The City Website At Www.Surrey.Ca (Collectively, The “Websites”), And Upon Posting, Any Addenda Will Form Part Of This Rfp. It Is The Responsibility Of Proponents To Check The Websites For Addenda. The Only Way This Rfp May Be Added To, Or Amended In Any Way, Is By A Formal Written Addendum. No Other Communication, Whether Written Or Oral, From Any Person Will Affect Or Modify The Terms Of This Rfp Or May Be Relied Upon By Any Proponent.
