1º That The Ministry Of Health Is Responsible For Exercising The Function That Corresponds To The State Of Guaranteeing Free And Equal Access To Actions For The Promotion, Protection And Recovery Of Health And Rehabilitation Of The Sick Person; As Well As Coordinate, Control And, When Appropriate, Execute Such Actions. For Its Part, The San José Hospital Is A Network Self-Management Establishment, Functionally Deconcentrated, Whose Mission Is To Carry Out The Health Actions Entrusted To It. 2º That, As Reported In Memorandum No. 008, Dated March 6, 2025, Sent By The Neurology Unit, Which Indicates The Need For Hiring, Stating The Study Of Nocturnal Polysomnography Of The Neurology Unit Is Based On The Polysomnographic Study Of Sleep Apnea, A Frequent Condition Characterized By The Association Of Daytime Hypersomnia, Cognitive Failures, Neuropsychiatric Disorders And Cardiorespiratory Problems Secondary To An Anatomo-Functional Alteration Of The Upper Respiratory Tract, Characterized By The Production Of Episodes Of Respiratory Obstruction During Sleep (Snoring), Decreased Oxygen Saturation, Transient Awakenings And Unrefreshing Sleep. Sleep Apnea Is A Common Condition In The Population, With A Prevalence Of 7% In Men And 4% In Women, Within The Age Group Of 30 To 60 Years.... This Procedure Has Been Performed Since 2012 In Our Institution, Being One Of The 4 Hospitals Accredited By Fonasa At The National Level To Provide This Benefit (Coquimbo Hospital, National Thorax Institute And Sotero Del Rio Hospital). An Extensive Waiting List For This Procedure, Given The End Of This Type Of Contracts At The Direction Of The Minsal... The Direct And Most Important Benefit Of Maintaining This Benefit Is To Show That Our Institution Is Committed To Quality Work And Safeguarding The Rights Of Patients, Positioning It Within The Community, Even Being Competitive With Private Health Centers Of Similar Complexity In The Northern Area. The Projection Of Examinations In The Short-Medium Term Assumes Hospital Budget Capacity To Finance Current Expenses Within The Limits Of The Deficit And Public Debt... 3º That, In Accordance With Exempt Resolution No. 443, Of 2026, Which Authorizes The Annual Purchasing And Contracting Plan Of The San José Hospital For The Year 2026, The Service Of Clinical Professionals For Polysomnography Procedures Is Required, As Stated In The Certificate Dated July 20, 2026, Issued By The Procurement Headquarters Of The Supply Unit, Which Also Certifies That Said Services Are Not Available In The Catalog Of The Framework Agreement And That, Given Their Nature, The San José Hospital Is Exempt From The Consultation Procedure To The Circular Economy Platform, In Accordance With The Provisions Of Articles 35 Bis Of Law No. 19,886 And 28 And 29 Of Its Regulations.
