A Detailed Description Of The Subject Of The Order Is Attached As Annex 5 To The Swz And Chapter Xix Swz. 3. The Ordering Party Requests The Submission, Together With The Offer, Of Evidence Confirming The Compliance Of The Offered Vehicles With The Requirements Specified In The Description Of The Subject Of The Order, I.E. A Template Of The Ec Certificate Of Conformity Of The Base Vehicle, Confirming The Parameters Contained In Annex No. 5 To The Swz In Points: 1.4.1.4-1.4.1.6, 1.4.2.1-1.4.2.3 And 1.4.5.1-1.4.5.3. 4. The Ordering Party Accepts Equivalent Means Of Evidence If They Confirm That The Offered Vehicles Meet The Requirements Specified By The Ordering Party. The Said Means Of Evidence Generated By The Contractor (E.G. The Contractors Own Declaration) Will Not Be Considered Equivalent. 5. The Ordering Party Will Award Points In The Offer Evaluation Criteria (Net Maximum Engine Power Factor, Actual Mass Of The Base Vehicle, Fuel Consumption In The Wltp Combined Cycle) Based On Data From The Template Of The Ec Certificate Of Conformity Of The Base Vehicle. The Ordering Party, Despite Allowing The Addition Of The Ec Certificate Of Conformity Template For The Base Vehicle, Will Not Award Points In These Criteria If The Document In Question Is Not Submitted With The Offer. 6. If The Contractor Fails To Submit The Evidence In Question Or The Evidence Is Incomplete, The Ordering Party Will Request Their Submission Or Completion Within The Prescribed Deadline, Subject To Section 7. 7. The Ordering Party Informs That, Despite Providing For A Request, It Will Not Call For The Submission Or Supplementation Of The Evidence In Question If, Despite The Submission Of The Evidence In Question, The Offer Is Rejected Or There Are Grounds For Invalidating The Proceedings. 8. The Ordering Party May Request Explanations From The Contractors Regarding The Content Of The Evidence In Question. 9. The Evidence In Question Prepared In A Foreign Language Must Be Submitted Together With A Translation Into Polish.
