Tenders are invited for Implementation of Training of Trainers (ToT) in the Field of Social Emotional Learning (SEL) No. (69/2026). About the association and the project Service Location: Ramallah The Teacher Creativity Center Association is a Palestinian non-governmental and non-profit organization, registered and dedicated primarily to promoting the social outcomes of quality education in Palestine, the Middle East and North Africa, thereby transforming the goals, objectives and strategies of education - in these countries - to become more responsive to the developmental needs of their societies, including the social outcomes of quality education, in line with Sustainable Development Goal 4 (SDG4) , Article 26 of the Universal Declaration of Human Rights and the outcomes of the Vienna Conference Programmes for Action 1993. The social outcomes of education can be understood as those outcomes that education plays a fundamental role in promoting societally, according to the aforementioned international conventions, and include: citizenship and social responsibility, inclusivity, equality, global citizenship, respect for human rights and international law, psychosocial well-being, a culture of dialogue and non-violence, respect for cultural diversity, mutual understanding, tolerance and friendship with all nations, ethnic and religious groups, and reducing unemployment. The association works locally, regionally, and internationally with all stakeholders in education in Palestine, the Middle East, and North Africa to influence education planning processes, so that education planning in these countries becomes participatory, rights-based, outcomes-oriented, and geared towards achieving quality education outcomes. This is achieved by empowering society in all its diversity and sectors to participate in policy planning and monitoring processes to ensure their implementation. The association also works with partners to transform Palestinian schools and universities, with all their educational, administrative, and student staff, into positive agents of change in society, thus enhancing the aforementioned educational outcomes. In this context, the association works to build the capacities of teachers, administrators, and students in several related fields, and to improve the school environment to become a safe environment that contributes to achieving the social outcomes of quality education. It also works to improve and develop educational infrastructure in order to achieve these outcomes. Since June 1, 2026, the Teacher Creativity Center Association, in partnership with World Vision (WVI) and with funding from the European Commissions Humanitarian Aid and Civil Protection department (ECHO), has been implementing a 24-month project entitled "Ensuring Access to Inclusive, Safe, and Dignified Education and Protection for the Most Vulnerable Children Affected by Conflict in the West Bank." This project aims to address the learning gap, improve childrens access to educational opportunities, psychosocial support services, and protection services, and enhance the learning environment in schools . The project targets 50 public schools in Hebron, Bethlehem, Tubas, Salfit, Tulkarm, Qalqilya, Jericho, Jenin, and Nablus, with a focus on schools located in Areas B and C. The target groups include students, teachers, school principals , and parents/carers, promoting an integrated and sustainable approach to supporting the educational environment. In order to achieve the projects goals, the center wishes to contract with a trainer specializing in the field of social-emotional learning, to facilitate 4 ToT ( Training of Trainers) courses in the field of social-emotional learning for a number of educational staff from the targeted schools, so that they can transfer the knowledge and skills acquired in the field of social-emotional learning to other numbers of educational staff in the same schools. About the training: The training, consisting of four training groups of 24 training hours each, spread over three training days, aims to empower 100 teachers from targeted schools in social-emotional learning theory and related skills. It also aims to transfer knowledge, concepts, and training facilitation skills (TOT skills) to other groups of teachers in subsequent phases. In response to these objectives, the training will focus on key areas, including social-emotional learning challenges that impact learners social and academic performance; social and emotional indicators among learners that help teachers identify, monitor, and respond to these challenges; an introduction to social-emotional learning theory and related skills ( intrapersonal, interpersonal, and cognitive ); the use of social-emotional learning skills to overcome the social and emotional impacts of social-emotional learning challenges on learners; the use of sports and arts to equip learners with social-emotional learning skills; and the necessary training-of-trainers skills to enable these teachers to conduct training courses for other groups of teachers in the aforementioned areas. Training locations : Ramallah, North, Central, South West Bank Training dates: September and October - 2026 Job description: Preparing training materials that include training objectives and creative and unconventional training mechanisms, which are modified based on a review by the associations specialists. Prepare a detailed training plan based on the training description above, including the main and sub-headings of the training, in addition to a time plan that includes distributing the training content over the three days of each training and the eight daily hours. Implementation of 4 training groups, each lasting 3 training days, with a total of 24 training hours per course. Develop and implement a measurable pre- and post-assessment of the change in trainees knowledge and skills after exposure to the course , analyze the results, and provide the association with all the information that was collected and analyzed. Developing a skills measurement tool that will be used during field visits to measure skills acquired from training, and presenting it to the project team for review and to ensure its effectiveness in measuring the projects goals and indicators. Conducting supervisory field visits to targeted schools during the knowledge transfer and initiative implementation phase. These field visits aim to monitor the implementation of school training and social-emotional learning initiatives, observe the application of skills, provide feedback to teachers, and offer recommendations for improving implementation, all according to a visit plan agreed upon with the association. Writing and submitting a detailed report on the training after its completion, including the results of the pre- and post-test analysis, another report on the field visits after their completion, and an analysis of the skills measurement tool and presentation of the results in the report. Submit all documents and files related to training and field visits. Time period for submitting technical and financial proposals Technical and financial offers, along with the required attachments, must be submitted no later than 2:00 PM on 26/08/2026. Any offer submitted after this date will be rejected . Terms for submitting price quotations The Teacher Creativity Center Association invites qualified and experienced trainers in the above-mentioned fields to submit their technical and financial proposals according to the following terms of reference : The trainer shall attach, in addition to the above-mentioned training plan, an implementation plan for the training and for field visits to the targeted schools. The submitted technical proposal must include, in addition to the training plan and implementation plan, proof of the qualifications and prior experience of the applicants and participants in conducting the training and/or field visits in the aforementioned fields, including the CVs of each individual. No trainer, participant, or team member may join after the contract has been awarded. Applicants should add the number of similar training sessions they have conducted in previous years and provide an explanation of these sessions, in addition to relevant experiences. Priority will be given to applicants who combine academic qualifications with specialized practical experience in the areas of socio-emotional learning, training of trainers, and building the capacity of educational staff . The financial offer must include the following details: Prices should be in Euros, excluding tax, noting that the project is tax-exempt. The company or individuals must have a valid tax file with the Palestinian National Authority. Attach a valid withholding tax certificate issued by the Palestinian Income Tax Department with the financial offer.
