Tenders are invited for Skills Development for Adolescents & Mothers Consultant. Closing Date: Wednesday, 26. Aug 2026 Intervention Sector(s): Mental Health Remuneration range: > 6000 (USD) Duration of Contract: Mid-September to End of November (6 weeks , 20 days of work) Working closely with the Right To Play Education Specialist, the Consultant will review, adapt, and expand the existing Skills Development package, centered on occupational therapy and social-emotional skills to ensure high relevance and contextual appropriateness for target groups. Key responsibilities include designing a tailored curriculum for mothers complete with detailed session plans, interactive activities, and supporting materials, as well as developing supplementary resources to enrich the broader curriculum. Additionally, the Consultant will facilitate a Training of Trainers (ToT) program to equip project staff and facilitators to effectively deliver these sessions to both adolescents and mothers Description of the Required Service Provision Consultancy Outputs Review and adapt the existing Skills Development package and learning materials for adolescents (14-17 years), including occupational therapy, inclusion, and social and emotional skills. Develop a Skills Development package for mothers of EQIE children, Grades 1 to 4, including session plans, activities, and supporting materials (occupational therapy, inclusion, and social and emotional skills) Prepare and adapt training materials for project staff and facilitators who will implement the Skills Development sessions with adolescents and mothers Facilitate the Training of Trainers (ToT) for project staff and facilitators on the effective delivery of the Skills Development packages for adolescents and mothers Provide guidance for facilitators on effective facilitation techniques and participant engagement during Skills Development sessions. Prepare a final report summarizing the package adaptation and development process, training delivery, participants assessment results, and key recommendations. Consultants Profile Required Competencies Sensitivity and adaptability to culture, gender, religion, nationality, and age. Analyzes occupational performance and engagement issues and proposes options to increase inclusion and accessibility in the persons environment Strong knowledge of life skills, youth development, adult learning, and participatory training methodologies. Strong interpersonal, facilitation, and communication skills, with the ability to engage diverse groups of adolescents and mothers. Strong analytical, reporting, and writing skills. Language Requirements Excellent command of Arabic, both written and spoken. Good command of English, both written and spoken. The working languages for this consultancy are Arabic and English. The consultant must be fluent in Arabic and able to effectively facilitate training sessions All reports, deliverables, and official communications shall be submitted in English unless otherwise agreed. Minimum Qualifications The minimum qualifications and skills of the expert are: Education: Advanced university degree (Master, PhD) in occupational therapy, psychology, sociology, social sciences, or related field Professional Experience At least 5 years of proven professional experience in skills development, youth programming, life skills education, training, or related fields. Extensive technical knowledge relevant to thematic area (occupational therapy) Experience in participatory, learner-centered, and play-based methodology of training (Music, Arts, Theater). Excellent drafting and formulation skills, and proven record of official reports or papers/studies in the selected area (occupational therapy) Demonstrated experience in developing and adapting training curricula, session plans, and learning materials for adolescents and/or caregivers. Proven experience in designing and delivering Training of Trainers (ToT) Experience working with vulnerable populations, refugees, or crisis-affected communities is highly desirable. Excellent facilitation, communication, and interpersonal skills. Excellent drafting, writing, and reporting skills in English. Proven ability to work in multicultural settings and collaborate with diverse stakeholders. Budget consideration The service provider shall provide a consultancy fee that includes all their costs for the stated number of days (see the consultancy fees breakdown). The consultants fees are subject to 8.5% withholding tax if he/she does not have an MOF number (Agreements will be registered in the MOF regardless of whether the consultant has an MOF number or not) Duration of Contract The contract period for this consultancy involves approximately six (6) weeks of active work, to be carried out within a window from mid-September to November 2026, subject to the signing of the service agreement. All deliverables, including the Training of Trainers and the final report, must be completed and submitted within this period. Budget and Payments The prospective consultant should provide a budget that includes the total consultancy fee for the stated number of days (see Annex I). All costs related to the delivery of the above services must be included. RTP payment will be divided as follows: First payment of 20% of the total contract sum upon signing the service agreement. Second payment of 40% upon submission and approval of the ToT training materials and delivery of the Training of Trainers. Last payment of 40% within 15 days of receipt and approval of the Final Report. Under no circumstances should the consultant invoice for more than the amount agreed in the contract. Full payment will be contingent on receipt of all deliverables detailed above and on RTPs approval of the Final Report. Selection criteria Evaluation Area Weight Details Technical Approach 25% Relevance to project objectives; proposed approach for reviewing, adapting, and developing the Skills Development package (occupational, inclusion & SEL); methodology, ToT approach, and work plan. Relevant Experience & Portfolio 25 % Experience in occupational therapy, inclusion, and SEL, life skills programs, curriculum development, training delivery, and ToT facilitation for adolescents and/or caregivers; experience working with vulnerable communities Consultant Capacity & Project Planning 10 % Consultant qualifications, relevant expertise, and feasibility of the proposed timeline and deliverables. Financial Proposal 40 % Value for money (competitive fees); clarity of costs (detailed budget); payment terms; compliance with VAT, withholding tax requirements, and other applicable regulations.
