Learn more about War Child and our programmes https://www.warchild.net/ War Child is pleased to invite Expressions of Interest from qualified national Womens Rights Organizations (WROs), local Civil Society Organizations (CSOs), and grassroots Women Led Organizations (WLOs) to become strategic In-Country Partners under its regional Women, Peace and Security (WPS) programme across Palestine, Lebanon and Syria. Palestine, Lebanon and Syria continue to experience protracted conflict, displacement, militarisation, shrinking civic space, economic instability and deepening inequalities. These intersecting crises disproportionately affect women and girls, increasing exposure to conflict-related sexual violence (CRSV), early and forced marriage, exploitation and other forms of gender-based violence, while limiting access to justice, protection and essential services. Despite playing critical roles as peacebuilders, mediators, humanitarian responders and community leaders, women remain systematically excluded from decision-making processes. Womens Rights Organisations (WROs), Women-Led Organisations (WLOs) and Women Human Rights Defenders (WHRDs) continue to face significant barriers, including underfunding, restrictive civic environments, digital violence, discriminatory social norms and limited influence over peace and governance processes. Their influencing power as leaders, peacebuilders, mediators, and humanitarian first responders remains unrecognized. Patriarchal norms and gender-blind governance undermine womens meaningful participation in decision making. A lack of protection, legal aid, MHPSS, referral, and CRSV response services compounds the problem. 1 War Childs regional Women, Peace and Security programme is grounded in the belief that sustainable peace can only be achieved through the meaningful leadership, participation and protection of women and girls. The programme therefore invests in long-term partnerships with local WROs, WLOs and civil society organisations to strengthen local feminist leadership, expand inclusive participation in peace and decision-making processes, and improve access to survivor-centred protection services. By strengthening local organisations, supporting women leadership and facilitating regional collaboration, the power, participation, and protection of women and girls is substantially advanced. During inception, a phased peace by peace approach will detail out the following activities: (1) To empower (young) women leaders to influence peace and security processes, by: Funding WLOs and WROs, mentoring women, and training them through ToT workshops. Focussing on power, conflict prevention, human rights, mediation, engaging men and boys. Using War Childs VoiceMore methodology. Connecting experienced women mediators with youth leaders. (2) To enhance women and girls participation in decision-making, by: Funding WLOs and WROs to dialogue on the WPS agenda, supporting safe (digital) advocacy spaces, dismantle patriarchal norms and influencing a Code of Conduct in the Arab League. Conducting ToT trainings for thousands of people (25% men) and dialogues with men and boys. Bolstering shadow councils, feminist schools, and national networks to track NAP 1325 progress. (3) To deliver protection services to women and girls, including CRSV survivors and refugees, by funding WLOs/WROs. CBOs support WHRDs, ethically document violations, use trauma-informed MHPSS approaches like BeThere. Holding perpetrators accountable using justice informed approaches. Strengthening capacities through national/regional trainings, focusing on leadership, CRSV prevention, and digital safety. SCOPE OF WORK War Child recognises that meaningful and sustainable change is achieved through equitable, long-term partnerships built on mutual trust, shared accountability, complementary expertise and locally led leadership. Selected partners will not simply implement activities; they will serve as strategic partners, contributing to programme design, adaptive management, evidence generation, innovation, regional learning and collective advocacy throughout implementation. Guided by the principles of localisation and equitable partnership, War Child is committed to shared decision-making, mutual capacity strengthening and investment in the long-term institutional sustainability of partner organisations. We therefore seek organisations that combine technical excellence with strong community legitimacy, accountability to affected populations and a demonstrated commitment to advancing the rights, leadership and agency of women and girls affected by conflict. The programme will work alongside WLOs and WROs receiving multi-year financing based on their identified priorities and needs; which will result in thousands trained in leadership, peacebuilding and participation; women and girls protected through services; and dozens of feminist knowledge products and policy briefs on WPS and NAP 1325 progress. Beyond supporting programme implementation, the partnership will invest in the institutional strengthening and long-term sustainability of participating organisations. Based on jointly identified 2 priorities, partners may receive tailored capacity strengthening support and technical accompaniment to enhance organisational & accountability systems, safeguarding, resource mobilisation, visibility, leadership, learning and organisational resilience. Selected organisations will become part of a regional community of practice working across Palestine, Lebanon and Syria, with opportunities for peer learning, regional exchange, joint advocacy and knowledge generation. Partners will benefit from access to regional learning opportunities, collaborative evidence generation and support to strengthen their influence and long-term sustainability. During the inception phase, War Child and selected partners will jointly co-create country-level programme strategies, refine intervention approaches and develop implementation plans to ensure that the programme reflects local priorities, capacities and evolving contexts. Substantial experience in advancing womens rights and gender equality, with established programs focusing on Women, Peace and Security (WPS) pillars; 2. Demonstrated expertise in advocacy, policy & accountability work pertaining to womens rights & gender justice; 3. Strong relationships with women, girls and conflict-affected communities; 4. Demonstrated Commitment to feminist leadership, localization, equitable partnerships, inclusion, accountability affected communities, survivor-centered programming, and gender responsive/transformative approaches; 5. Capacity to facilitate meaningful participation of diverse groups of women and girls; 6. Experience working collaboratively within partnerships; and a commitment to learning, adaptation and evidence-informed programming; 7. Demonstrated commitment to continuous organisational learning and institutional capacity strengthening, including openness to jointly identifying and addressing organisational capacity priorities; 8. Adherence to War Child safeguarding and integrity principles, as well as do no harm & CHS, data protection and confidentiality; 9. Valid registration as local non-profit organization (NGO). 10. Experience implementing complex donor-funded programmes.
