Aug 2026 ABOUT INJAZ LEBANON INJAZ Lebanon is a non-profit organization, an affiliate of Junior Achievement (JA) Worldwide, with a mission to equip youth with the skills and mindset they need to become entrepreneurs and business leaders stimulating their communities. It is also a member of INJAZ Al-Arab, a regional network of 14 countries across the MENA region. INJAZ Lebanon delivers programs in partnership with the business sector, focusing on entrepreneurship, work readiness, and financial literacy. Background INJAZ Lebanon, under the GIZ-MAKKEN project, is supporting the development and improvement of a waste management facility located in Minyara Municipality. The facility is currently operational and is engaged in the collection and processing of recyclable materials, including plastic, paper, and cardboard. The facility currently has basic processing machinery, including a plastic compactor and a paper/cardboard shredder. As part of the planned support to the facility, INJAZ Lebanon intends to procure additional machinery and equipment, a small pickup vehicle to support collection activities, and a generator to support the operation of the machinery. The municipality will also undertake certain facility-related works, including internal painting of the warehouse and repair of the external warehouse door. Prior to proceeding with the procurement of the additional machinery and related equipment, INJAZ Lebanon intends to engage a qualified technical consultant to assess the current operation and technical condition of the facility and provide practical recommendations regarding the required machinery, equipment, electrical capacity, generator requirements, facility layout, operational workflow, and health, safety and fire protection measures. The consultancy is therefore intended to ensure that the planned procurement is technically appropriate, compatible with the existing facility and machinery, aligned with the actual operational needs of the facility, and supported by a clear and practical technical assessment. Objective of the Consultancy The main objective of the consultancy is to conduct a comprehensive technical and operational assessment of the existing waste facility in Minyara Municipality and provide recommendations that will guide the procurement and installation of additional machinery and equipment. The consultant will assess the existing collection and processing model, current machinery and workflow, facility infrastructure, electrical capacity, safety conditions, and operational requirements, and will recommend the appropriate machinery, equipment, generator capacity, layout, and technical improvements required for the facility. The consultancy should provide INJAZ Lebanon with a clear technical basis for preparing the specifications and procurement of the planned machinery, pickup vehicle, generator, and related equipment. Specific Objectives The consultancy will aim to: Understand and document the facilitys current operational and collection model. Assess the types and flow of recyclable materials currently collected and processed. Review the existing machinery, equipment, and their current use and capacity. Identify operational gaps, bottlenecks, and areas for improvement. Assess the facilitys available space and determine the most appropriate allocation of machinery and operational areas. Identify the additional machinery and equipment required based on the actual operational needs of the facility. Develop technical specifications and minimum requirements for the recommended machinery and equipment. Assess the electrical capacity required for the existing and proposed machinery. Determine the appropriate generator capacity and related technical requirements. Review the suitability and requirements of the proposed pickup vehicle for collection activities. Duration and Timeline The consultancy is expected to be implemented during September 2026. The consultant shall propose a work schedule indicating the planned: Site visits. Consultations. Assessment activities. Draft deliverables. Presentation/validation meeting; and Final submission. All consultancy activities and final deliverables must be completed no later than 11 September 2026. Required Qualifications and Experience The consultant or consulting organization should have: Demonstrated experience in waste management, recycling, or similar facility operations. Experience in assessing recycling/waste facilities and operational workflows. Experience in machinery and equipment assessment, selection, and technical specifications. Experience in facility layout and optimization of machinery/workflows. Adequate electrical expertise to assess machinery loads and generator requirements. Knowledge of fire safety and occupational health and safety requirements. Experience in developing technical reports, layouts, specifications, and recommendations. Experience working with municipalities, NGOs, public institutions, or similar organizations is an advantage. Strong analytical, problem-solving, and communication skills. Organizations with demonstrated practical experience in operating or managing recycling and waste management activities are eligible to apply, provided that their proposed team collectively possesses the technical expertise required to address the machinery, electrical, facility, fire safety, and occupational safety components of the assignment.
