Call for Consultancies: Trainer for Advocacy Training Closing Date: Sunday, 30. Aug 2026 Intervention Sector(s): Advocacy & Awareness, Gender issues Remuneration range: < 1000 (USD) Duration of Contract: 1 month TRAINING TITLE: Strengthening Youth and Womens Advocacy Skills for Inclusive Community Participation and Action Planning DURATION: Two full training days PARTICIPANTS: Approximately 3040 Core Group members, including women and young people EXPECTED RESULT: Two community advocacy action plans: one for Baalbek and one for Jib Jannine 1 BACKGROUND The Lebanese Democratic Womens Gathering (RDFL), in partnership with ActionAid Arab Region, will organize a two-day advocacy training for members of the projects Core Group. The training aims to strengthen Core Group members knowledge and practical skills in: Advocacy Community mobilization Strategic communication Engagement with stakeholders and decision-makers In addition, the training will support participants in developing two community-based advocacy initiatives in Baalbek and Jib Jannine. These initiatives will be based on the gender analysis findings conducted under the project and will translate those findings into practical, locally relevant advocacy actions addressing gender inequalities and community priorities. 2 TRAINING TITLE Strengthening Youth and Womens Advocacy Skills for Inclusive Community Participation and Action Planning 3 OVERALL OBJECTIVE To strengthen Core Group members advocacy capacities and enable them to design and plan two community advocacy initiatives in Baalbek and Jib Jannine, based on the projects gender analysis findings. The initiatives will address: Womens rights Youth participation Gender equality Inclusive community decision-making 4 SPECIFIC OBJECTIVES By the end of the training, participants will be able to: Understand advocacy concepts and principles. Distinguish between advocacy, awareness-raising, campaigning, and lobbying. Use gender analysis findings to identify priority issues. Analyze advocacy priorities in Baalbek and Jib Jannine. Conduct stakeholder and power mapping. Develop evidence-based advocacy messages. Identify appropriate communication tools and channels. Engage with decision-makers and relevant stakeholders. Design two advocacy action plans. 5 PROPOSED TRAINING TOPICS DAY 1 ADVOCACY AND GENDER ANALYSIS Introduction to advocacy. Advocacy versus awareness-raising, campaigning, and lobbying. Presentation of the gender analysis findings. Identification of local priorities. Problem-tree analysis. Stakeholder and power mapping. Understanding decision-making processes. Developing SMART advocacy objectives. DAY 2 ACTION PLANNING AND ADVOCACY TOOLS Development of advocacy messages. Identification of target audiences and communication channels. Community mobilization and coalition-building. Engagement with stakeholders and decision-makers. Use of traditional and social media in advocacy. Risk management in advocacy. Development of the Baalbek Advocacy Plan. Development of the Jib Jannine Advocacy Plan. Presentation, peer review, and feedback. 6 TRAINING METHODOLOGY The training will use an interactive, participatory, gender-sensitive, and youth-friendly approach. Short presentations Group discussions Case studies Role plays and simulations Stakeholder-mapping exercises Group work Action-plan development 7 EXPECTED OUTPUTS The trainer will deliver: A detailed two-day training agenda. Training materials and presentations. Pre- and post-training assessment tools. Practical exercises and case studies. Stakeholder and power-analysis tools. Two advocacy action plans: Baalbek and Jib Jannine. A concise final training report. 8 TRAINER RESPONSIBILITIES Coordinate with RDFL team. Review and integrate the projects gender analysis findings. Prepare the detailed agenda, materials, exercises, and assessment tools. Facilitate the two-day training using participatory methods. Ensure the meaningful and inclusive participation of all participants. Conduct pre- and post-training assessments. Support participants in developing the two advocacy action plans. Submit the final report and all training materials to RDFL. 9 REQUIRED QUALIFICATIONS University degree in a relevant field, such as social sciences, gender studies, human rights, development studies, or communication. At least three years of demonstrated experience in advocacy, campaigning, community mobilization, or training. Previous experience working with women and youth groups. Strong knowledge of gender equality, womens rights, and youth participation. Strong facilitation, communication, and report-writing skills. Fluency in Arabic; English is considered an asset. Knowledge of the Lebanese context, particularly Baalbek-Hermel and West Bekaa, is preferred. 10 TRAINING LOCATION The training location will be confirmed in coordination with RDFL and ActionAid Arab Region. 11 FINANCIAL OFFER The professional fee includes: Preparation of the agenda and training materials. Facilitation of the two training days. Preparation and administration of assessment tools. Support for action-plan development. Submission of a concise final report. The professional fee excludes: Transportation. Accommodation. Venue costs. Meals and refreshments, unless agreed separately. 12 COORDINATION AND REPORTING The trainer will work under the supervision of RDFL. All materials, assessment results, action plans, and the final training report must be submitted following completion of the training. 13 SAFEGUARDING AND CODE OF CONDUCT The trainer must comply with RDFLs and ActionAids applicable policies and standards, including: Safeguarding and protection. Prevention of Sexual Exploitation and Abuse (PSEA). Gender equality and non-discrimination. Confidentiality and responsible data handling. Do-no-harm principles.
