Expression of Interest for Quality of Service Performance of Roaming Services Study The purpose of this study is to assess the quality-of-service (QoS) performance of mobile network operators under the Roaming Regulation. The study will assess if roaming customers receive the same QoS when roaming as they usually have at home. It will measure the performance of roaming and domestic mobile services against the following minimum QoS parameters: (1) data download speed; (2) data upload speed; (3) latency; and (4) available network technology and generation. The dataset on roaming subscribers will be compared with the corresponding datasets for: (i) the same subscribers in their home network; (ii) domestic subscribers on the visited network; and (iii) other roaming subscribers on the same visited network. The findings will support the ECs analysis of the functioning of the roaming market, including the provision of roaming services at retail and wholesale level as well as the effectiveness of the QoS obligations. The data, analysis and conclusions of the study will feed into the ECs 2027 review of the roaming market and inform the report to be submitted to the European Parliament and Council in accordance with the Roaming Regulation.
