Request for proposals for In Vivo Measurement of Enteric Methane Emissions in Mexico for FIRAs MRV System Methane (CH4) is a short-lived greenhouse gas with a global warming potential approximately 84 times greater than carbon dioxide (CO2) in a 20-year period. It is the second largest contributor to global warming after CO2. Enteric fermentation from the livestock sector is the largest contributing factor to methane emissions, however, there is a significant lack of data to estimate a validated methane emissions baseline, support decision-making towards sustainable practices that produce lower methane emissions and monitor the potential reductions over time. FIRA (Fideicomisos Instituidos en Relación a la Agricultura) is a public institution that supports the development of the forest, fishing, agricultural, and livestock industries. FIRA, therefore, channels funding towards producers within these industries; however, it lacks the measured, country-specific data required to quantify enteric methane emissions within its livestock loan portfolio, to distinguish lower-emitting production practices, and to verify reductions over time. The objective of this assignment is to build a measured national baseline of enteric methane emissions that is representative of livestock production practices in Mexico and circumscribed to FIRAs financed portfolio. The baseline will be generated from direct in vivo measurements in open-circuit respiration chambers for a set of representative production scenarios combinations of production system, species, climatic region and diet with emphasis on changes in animal feeding. The resulting country-specific emission factors methane yield, emission intensity and the methane conversion factor (Ym) will allow FIRAs measurement, reporting and verification (MRV) system to move from a Scope 3 financed emissions approach (IPCC Tier 1) to a measurement-based approach (IPCC Tier 23), supporting credit origination decisions, incentives for lower-emission practices, and verifiable key performance indicators. The measurement work will rely on open-circuit respiration chamber facilities for ruminants available in Mexico.
