Mental Health and Psychosocial Support (MHPSS) Consultant - Technical Supervision and Capacity Strengthening Oxfam is seeking a qualified and experienced MHPSS Consultant to provide technical support, training, supervision and quality assurance for group-based MHPSS interventions targeting conflict-affected and displaced populations in collective shelters in South Lebanon. The consultant will work closely with the Project Manager, MHPSS Officer, MHPSS Facilitators, Protection team and MEAL team to ensure that MHPSS activities are safe, culturally appropriate, evidence-informed, inclusive and aligned with Oxfam protection principles and relevant international standards. The assignment will include adaptation of technical tools and session guidance, delivery of induction training, weekly supervision and coaching, support to safe referrals, field quality assurance and final learning/reporting. The consultant is not expected to provide long-term individual therapy or directly manage cases. However, the consultant will guide the team on safe identification, Psychological First Aid (PFA), confidentiality, safeguarding and referral of individuals who may require specialized services. The consultant should be available for weekly technical supervision during the implementation period and for field visits to South Lebanon, in coordination with the project team. Under the planned MHPSS component, Oxfam aims to strengthen the psychosocial wellbeing and coping capacities of conflict-affected and displaced people living in collective shelters in South Lebanon. The intervention will be implemented through structured group-based MHPSS sessions facilitated by trained MHPSS Facilitators and managed by an MHPSS Officer, in close coordination with Protection and MEAL teams. The MHPSS activities will focus on prevention, resilience, emotional wellbeing, positive coping, safe access to information and referrals, and community-based support. The programme will apply age, gender and diversity considerations and will prioritize safety, confidentiality, informed consent, do-no-harm and safeguarding throughout the full activity cycle. To ensure the quality and safety of the intervention, Oxfam requires a qualified MHPSS Consultant to provide technical oversight, training and supervision to the MHPSS team, and to support the adaptation and quality assurance of tools, session plans, reporting and referral processes. 2. SPECIFICATION OF SERVICES REQUIRED Oxfam in Lebanon is seeking a qualified and experienced Mental Health and Psychosocial Support (MHPSS) Consultant to provide technical supervision and capacity strengthening for the implementation of group-based MHPSS activities in collective shelters in South Lebanon. The consultant will support the MHPSS Officer and Facilitators to implement safe, inclusive and context-sensitive psychosocial activities using approved guidance and tools. The consultant will provide technical inputs on session design, facilitation approaches, Psychological First Aid, safe identification and referrals, confidentiality, safeguarding, staff care and management of distress during group activities. The consultant will also contribute to quality assurance by reviewing session plans and tools, delivering an induction training, providing weekly supervision and coaching, supporting field observation and feedback, advising on referral pathways and service mapping, and contributing to reporting and learning processes. The assignment should be implemented through a rights-based, conflict-sensitive and community-based approach, ensuring that affected individuals participate safely and meaningfully and that vulnerable and marginalized groups are considered throughout planning and implementation. The consultant will be responsible for the following main outputs: Review and adapt the MHPSS technical package for the South Lebanon collective shelter context, including session plans, facilitator guidance, PFA and safe-referral guidance, staff care content, documentation templates, supervision tools and field-observation checklists. Design and deliver a four-day induction training for the MHPSS Officer and MHPSS Facilitators before field implementation, and provide the complete training package, including the agenda, presentations/handouts, practical exercises, attendance records, pre/post assessment tools and a brief training report. Provide one structured technical supervision and coaching session per week for 12 weeks. Each session should normally last 2-3 hours and include review of progress, facilitation challenges, risk mitigation, referrals, safeguarding, inclusion and staff care. The consultant will submit a brief non-identifying supervision note and action tracker after each session. Conduct up to eight separate field quality-assurance days to observe selected group activities, complete observation checklists, debrief the MHPSS Officer and Facilitators, and provide concise written feedback and practical recommendations to the project team. Review and update the referral pathway and service map, and provide practical guidance on safe identification, informed consent, confidentiality, documentation and referral of individuals requiring specialized MHPSS, protection or other services. Provide technical input to MEAL and reporting tools, including participant feedback mechanisms, safe and non-identifying documentation standards, supervision/action trackers and learning products. Prepare a final technical report including an executive summary, activities and deliverables completed, achievements, key quality observations, challenges and risks, capacity-strengthening needs, lessons learned, and practical recommendations for future MHPSS cycles. The report must not include personally identifiable or confidential case information. These project tasks should be led by an individual consultant or consultancy team with: Advanced degree (masters preferred) in clinical or counselling psychology, psychotherapy, social work, public health or a related field. Equivalent professional experience in humanitarian MHPSS programming may be considered. Minimum 5 years of professional experience in designing, implementing or technically supervising MHPSS interventions in emergency or humanitarian settings. Demonstrated experience in training, coaching and supervising frontline workers, facilitators, social workers or community volunteers delivering group-based MHPSS/PSS activities. Strong understanding of international MHPSS standards and guidance, including IASC MHPSS Guidelines, Psychological First Aid, do-no-harm, confidentiality, safeguarding and survivor-centred approaches. Ability to identify individuals requiring specialized psychological or protection support and guide safe referrals in coordination with project teams, without directly managing cases unless specifically agreed. Experience adapting psychosocial tools and group session approaches to local context, including displacement, collective shelter and emergency settings. Knowledge of protection risks, gender, age and diversity considerations, and safe programming in Lebanon. Knowledge of the South Lebanon context is highly desirable. Excellent facilitation, interpersonal, communication and teamwork skills, with the ability to work effectively with Oxfam teams, partners and affected communities. Strong reporting and documentation skills in English. Arabic language skills are required for training, field coaching and interaction with staff/communities. Valid professional license or certification to practice as a psychologist, counsellor, psychotherapist, social worker or related professional in Lebanon, where applicable.
