The Main Objective Of This Proposal Is To Contract The Surgical Interventions Service Of The Specialty Of Childrens Surgery, In Order To Provide A Timely Response To Patients Who Are Currently On The Surgical Waiting List And To Those Who Are Part Of The Explicit Ges Health Guarantees. This Service Is Of Vital Importance, As It Ensures Continuity Of Care And Resolves Pathologies That, If Not Treated At The Right Time, Can Evolve Into Major Complications, Permanent Sequelae Or Even Life-Threatening Situations. In The Pediatric Setting, The Opportunity For Care Is Even More Relevant, Given That An Unresolved Diagnosis Directly Impacts The Development, Quality Of Life And Well-Being Of Children, In Addition To Generating A Strong Emotional And Social Impact On Their Families. Not Having This Service Would Mean Unnecessarily Prolonging Waiting Times, Failing To Comply With The Deadlines Established By The Ges Guarantees, And Facing A Sustained Increase In Morbidity, Which In Turn Results In Greater Institutional Spending Due To Prolonged Hospitalizations, Emergency Interventions Or More Complex Treatments That Could Have Been Avoided. In This Sense, Contracting The Service Is Presented As An Essential Action To Reduce Waiting Lists, Guarantee Equitable Access To Surgical Care, Improve Health Management Indicators, And, Above All, Protect The Safety And Right To Timely Care Of The Pediatric Population. This Situation Arises Because, With The Institutional Resources Currently Available, It Is Not Possible To Provide A Comprehensive And Timely Response To This Specific Surgical Need. This Is Due To Multiple Structural And Operational Factors That Currently Limit The Establishments Resolution Capacity. Among The Main Ones Is The High Demand For Care That The Hospital Faces, Both Due To Scheduled Surgeries And The Constant Admission Of Emergencies From The Different Surgical Specialties, Which Has Generated A Sustained Overload In The Use Of Institutional Surgical Pavilions. The Lack Of Available Surgical Spaces In The Institutional Schedule Has Led To An Accumulation Of Patients On The Waiting List, With Risk Of Clinical Deterioration, Increased Pain And Loss Of Functionality. With This, Through This Public Proposal We Seek To Provide A Continuous, Timely And Effective Response To Users Who Require This Type Of Interventions, The Purpose Of Which Is To Provide Protection To The Public Health Of Users, And Contribute To The Reduction Of The Waiting List, Avoiding The Deterioration Of The Aforementioned Pathologies And Promoting Adequate Recovery. Consequently, It Is Necessary To Complement The Resolution Capacity Of The Establishment By Contracting These Services. The Service Will Be Provided In The Facilities Of The Establishment, Outside Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Health Prevention, Promotion, Recovery, Protection Or Rehabilitation Actions That Are Tendered By This Act.
