On The Basis Of The Mab Process Carried Out, The Decision Was Made At The End Of 2025 To Realize The New Building To Accommodate The Siegen Justice Center (Jz) As A Ppp Rental Model. The Hamm Higher Regional Court Will Act As The Client For The Ppp Project And Will Be Accompanied By The North Rhine-Westphalia Ministry Of Justice (Jm). The Ppp Rental Model Stipulates That The Private Investor, As The Owner, Procures And Provides The Property, Plans, Builds And Operates The Property. After The Contract Ends, The Property Remains With The Investor. The Public Sector Uses The Property Long-Term - Similar To A Tenant. To Organize The Awarding Of The Ppp Service “Jz Siegen”, The Ag Would Like To Put Together An External Team To Support The Process. In The First Step, Pd – Consultant Of The Public Sector Gmbh (“Pd”) Was Commissioned For Project Management Services. In The Second Step, In Addition To The Pd For The Basic Process Control, This Team Is To Be Expanded To Include A Technical And A Legal Procedural Support Person For The Preparation And Implementation Of A Europe-Wide Procurement Procedure For Tendering And Awarding The Ppp Service.
