Request for proposals for 3d Laser Scanning of Heritage Sites in Velika Hoa/Hoçë E Madhe and Letnicë/Letnica in Kosovo This tender aims to cover the 3D digital documentation of heritage assets within the two villages of Velika Hoa/Hoçë e Madhe and Letnicë/Letnica, as well as a detailed condition survey of the historic Mici winery in Velika Hoa/Hoçë e Madhe, with a view to its future restoration. LOT 1 To provide 3-D documentation (in the form of a point cloud model) of the primary historic assets of the village of Letnicë/Letnica (Activity 2.1), the core of which has been identified as forty-two RFP-OMIK-017-2026 ANNEX C Terms of Reference 2 vernacular buildings (42) including the Church of the Black Madonna and are shown on the included map (see Appendix 1). To provide detailed survey (full textured/rendered final models) of a selection of ten (10) buildings (including one church) within the main corpus of forty-two in Letnicë/Letnica. These ten buildings are listed in (see Appendix 1). All documentation / survey in Letnicë/Letnica should be external only. LOT 2 To undertake a detailed condition survey and produce a 3-D model of the small Historic Mici Winery Complex in Velika Hoa/Hoçë e Madhe with a view to informing future restoration, in line with Activity 1.1. The winery complex constitutes one historic barn, approximately 88m², and an attached gate house, approximately 20m², both single story (see Appendix 2). LOT 3 To provide 3-D documentation (in the form of a point cloud model) of the primary historic assets of the village of Velika Hoa/Hoçë e Madhe (Activity 1.1), the core of which has been identified as 127 historic buildings, as identified in the Velika Hoa/Hoçë e Madhe Conservation and Management Plan (April 2024). (see Appendix 3). To provide detailed survey (full textured/rendered final models) of a selection of ten (10) buildings within the main corpus of 127 in Velika Hoa/Hoçë e Madhe. All documentation / survey will be external only. II. Scope of Services The selected contractor shall undertake the following tasks: 1. Site Preparation and Planning Review existing documentation (drawings, maps, reports) To ensure familiarity with available contemporary and historic data, allowing the contractor to be both fully informed of the historic, architectural and cultural significance of the properties within the survey and any past work or studies. Develop survey strategy / methodology and work plan It is expected that the contractor will provide a revised detailed (i) survey strategy / methodological approach and (ii) a work plan1 for the timely implementation of the project upon signature of the contract. This should detail specific specialist staff allocation and reference both days / hours on site and for post-data capture processing and delivery time. 2. Data Acquisition Perform terrestrial laser scanning (TLS) and/or LiDAR survey OSCE envisages that terrestrial laser scanning and / or drone mounted LiDAR may be used to undertake the necessary tasks and meet the required objectives (with reference to the note above). Conduct UAV/drone-based photogrammetry where applicable To be used as and when the contractor requires, to meet the technical requirements. It will fall upon the contractor to ensure they possess the necessary licenses for use of UAVs (where required). OSCE can assist in the acquisition of any flight permissions required, on the basis of 1 Using an appropriate project management software package. RFP-OMIK-017-2026 ANNEX C Terms of Reference 3 sufficient advanced warning. OSCE may also assist with any customs / equipment import queries for this or other equipment. Capture high-resolution photographic data for textures High-resolution photographic data capture will be undertaken to the accuracy and technical requirements as set out in the tender document. Any queries regarding the quality of the data and the coverage required, if not clear, should be discussed with OSCE in advance of any bid submission. Note that high resolution photographic data is required for Lot 1; the ten (10) sample buildings in Letnicë/Letnica; Lot 2: the winery complex in Velika Hoa/Hoçë e Madhe, and Lot 3: the ten (10) sample buildings in Velika Hoa/Hoçë e Madhe. Ensure appropriate survey coverage of all relevant historic assets (as per individual Lot Scopes) The contractor should ensure that the externalsurvey coverage (by whichever suitable approach) is completed for the primary 42 historic assets of Letnicë/Letnica, and the 127 core historic buildings in Velika Hoa/Hoçë e Madhe, and detailed survey of the ten specific assets noted in both villages. The winery in Velika Hoa/Hoçë e Madhe requires both a detailed condition survey and textured / rendered 3-D modelling. Special attention should be given to the condition survey of the historic Mici Winery Complex in Velika Hoa/Hoçë e Madhe (Lot 2), keeping in mind the potential proposal for future restoration and the information required for this move forward at a later date. For data acquisition, OSCE required technical specifications are provided in Appendix 4. However, type of equipment used is flexible on the basis that the contractor can justify the technical specifications can be met to achieve the Objectives listed above, and the specific deliverables required. Guidance on sources for international best practise listed in Appendix 5 needs to be taken into consideration and followed to the extent possible. 3. Data Processing and Output The contractor will need to consider the following in their undertaking of the required tasks. Register and align point clouds as necessary. Generate dense point clouds from photogrammetry. Create 3D point cloud: of all required individual assets or ensembles. Construct mesh models and apply rendering - (coloured) texture mapping to the ten (10) selected individual assets in Letnicë/Letnica, ten (10) selected individual assets in Velika Hoa/Hoçë e Madhe and the Historic Mici Winery Complex in Velika Hoa/Hoçë e Madhe only.
