The Purpose Of This Tender Is To Ensure The Necessary Services For The Hiring Of Consultancy For The Preparation Of The “Diagnosis And Communal Action Plan For Childhood And Adolescence 2027-2030”, Fundamental Instruments For The Full Development Of The Rights Of Children And Adolescents In The Commune Of Puerto Varas. This Instrument Must Translate The Findings Of The Diagnosis Into Concrete Lines Of Intervention, Compliance Goals And Assignment Of Responsibilities, Aimed At Correcting The Identified Rights Gaps And Strengthening The System Of Local Guarantees. The Plan Will Seek To Promote The Comprehensive Well-Being Of Children And Adolescents Through Public Policies That Are Sustainable Over Time, Technically And Financially Viable. The Implementation Of The Service Must Contemplate The Collection, Systematization And Critical Analysis Of Quantitative And Qualitative Information, In Accordance With What Is Indicated In The Technical Bases. This Process Will Be Supported By A Methodology Of Substantive And Leading Participation Of The Children And Adolescents Themselves And Their Communities, In Order To Precisely Identify Unmet Needs, Existing Community Resources, Territorial Inequality Gaps And Development Opportunities Present In The Local Environment, Thus Providing A Solid Evidence Base For Public Decision-Making.
