It Services: Consulting, Software Development, Internet And Support – Setting Up A Common Federated Identity And Access Management Infrastructure For Hamburg Universities. As A University Of Excellence With More Than 43,000 Students And Around 6,000 Employees, The University Of Hamburg (Hereinafter “Uhh”) Is One Of The Strongest Research Universities In Germany And At The Same Time One Of The Largest Training Institutions In Northern Germany. With Its Concept Of The “Flagship University” In The Hamburg Metropolitan Region, It Maintains Innovative And Cooperative Connections With Scientific And Non-Scientific Partners. It Produces The Future-Oriented Social Goods Of Education, Knowledge And Exchange Of Knowledge For The Location - But Also Nationally And Internationally - Under The Guiding Goal Of Sustainability. In April 2024, The Executive Boards Of The 6 Hamburg Universities Signed A Letter Of Intent For Joint It Operations Among The Hamburg Universities. The Aim Is To Establish A Joint Organization That Is Controlled By The Universities And Understands Their Needs, Bundles Them, Implements Them And Provides High-Quality It Services Specifically For Scientific Institutions Across The Entire Service Spectrum. A Service Center Is To Be Built And Established With The Aim Of Creating Synergies And Thus Making Digital Services Available More Efficiently, More Targeted And User-Centered, More Extensive And At The Same Time With Better Quality And Protection Against Cyber Attacks. As Part Of This Joint It Operation, It Is Necessary To Create A Common, Federated Identity And Access Management Structure (Iam) For Hamburgs Universities. The Overarching Goal Is To Provide Services For All Hamburg Universities Based On Established Federation Technologies. Each University Should Be Equipped With A Local Iam System And The Technology-Compatible Systems Should Then Be Integrated Into A Common, Federated Identity And Access State Infrastructure. The Authoritative Management Of Identities Remains Decentralized At The Individual Institutions. A Central Directory Should Be Set Up In Order To Maintain The Personal Attributes Necessary For Joint Operation. Such A Federated Infrastructure Enables Universities To Participate In Jointly Or Centrally Provided Services (E.G. Cloud, Collaboration And E-Learning Services) And At The Same Time Significantly Increases The Security Of Access, As Modern, Open Standards Such As Saml, Openid Connect (Oidc), Scim And Fido2 Are To Be Implemented Throughout. The Nationwide Federation Service Of The German Research Network (Dfn-Aai), Including The Eduid Service, Should Be Used As A Basis For Organization-Independent, Uniform And Permanent Identification Of Users, E.G. Even When Changing Between Universities. The Joint State Federation Is Intended As A Subfederation Within The Dfn-Aai In Order To Go Beyond A Uniform Set Of Attributes Across Universities
