Request for proposals for Data Consultant, Kenya Polio Surveillance Review 2026 Scope of Work: FHI 360 seeks an individual consultant to serve as a technical and secretariat resource for the four county surveillance review meetings and the implementation tracking that follows them. The Consultant will be housed at MoH DDSR in Nairobi and will travel to each of the four-county surveillance review meeting venues. The Consultant reports technically to the MoH DDSR/VPD team, and reports both administratively and technically to the STRIDES Kenya Technical Advisor Polio, who reviews and accepts all deliverables. The Consultant will determine the methods and sequencing of work required to produce the deliverables set out below. Decision-making authority over the content of county Surveillance Improvement Plans and over programmatic conclusions rests with MoH and the counties. Tasks to be performed: 1. Meeting Preparation and Design Support Work with the National Public Health Institute, MoH DDSR/VPD, WHO, and STRIDES to confirm the composition of the four county clusters , the four venues, the meeting dates, and the participant lists. Develop the meeting pack for each county surveillance review meeting, including a five-day agenda, session structure, presentation running order, facilitation guide, and rapporteur arrangements, sequenced so that high, medium, and low performing counties are positioned to support peer exchange within the cluster. Maintain a single master schedule and county participation tracker covering all three meetings. 2. County Presentation Template and Data Packs Develop a standard county surveillance presentation template covering AFP surveillance quality, environmental surveillance performance, population immunity, and laboratory performance, with clear indicator definitions, agreed data sources, reference periods, and benchmarks, so that all 47 counties present on a comparable basis. Produce county guidance notes and a completed worked example to accompany the template. Extract county-level indicator values and the KEMRI ES Performance Dashboard and prepopulate the template for each county, so that counties verify and interpret their data. Document all data sources and extraction dates and record any discrepancies between national platform figures and county-held records for discussion at the meetings. 3. County Preparation and Data Quality Support Consultant Solicitation June 2026 Deliver orientation sessions to county surveillance teams on the template, the indicator definitions, and what is expected of them at the meeting. Operate a helpdesk function for counties preparing their presentations. Review and quality-assure each countys draft presentation before its county surveillance review meeting, checking indicator accuracy, completeness, and consistency with national platform data. Maintain a county readiness log and identify counties facing challenges in preparing for the meeting, so that MoH DDSR, STRIDES, and partners can provide additional support in good time. 4. Secretariat Support at the Three County Surveillance Review Meetings Serve as part of the secretariat team at each of the four county surveillance review meetings, each running over five days, under the direction of MoH DDSR. Document the best practices and successful county interventions presented by high performing counties in a form that other counties can adapt and apply. Capture proceedings, technical discussion, peer feedback, and decisions. Provide real-time data query support during sessions, including verification of contested figures against national platforms. Record every commitment made by a county or by a partner directly into the action tracking sheet during the session and read back the agreed actions at the close of each countys slot so that they are confirmed in the room. Produce a meeting report and a county-by-county action log within five working days of each meeting. 5. Facilitation and Consolidation of County Surveillance Improvement Plans Facilitate the completion of each county Surveillance Improvement Plan during the meeting, using the Surveillance Improvement Plan format issued by MoH. Check the completed plans for completeness and consistency of format and refer content questions to MoH DDSR and the county concerned. Consolidate the 47 plans into a single national database and produce a synthesis of common gaps and recurring corrective actions for the use of MoH and partners. 6. Action Tracking Tool Development Develop a consolidated action tracking sheet covering all 47 counties and all four meetings, with a unique reference, owner, deadline, status, and evidence of completion for every action, and populate it with the commitments recorded at the meetings. Build a tracking dashboard giving MoH and partners county-level and cluster-level visibility of implementation status. Document the reporting cycle agreed with MoH DDSR, including the frequency of county status updates, the treatment of overdue actions, and the reporting line into MoH DDSR and the NPCC, so that follow-up can be carried out by MoH and partners. Train the MoH DDSR team and nominate partner focal persons in the operation of the tracking system. 7. Data Governance, Documentation, and Handover Adhere to data security and access control procedures consistent with MoH Label all data products by source, year, and extraction date to support auditability. Consultant Solicitation June 2026 Archive all templates, county presentations, meeting records, improvement plans, tracking files, and final deliverables in a structured, access-controlled folder within the MoH DDSR SharePoint or equivalent agreed platform. Prepare a formal handover package to MoH DDSR and STRIDES, including a user guide supporting MoH operation of the action tracking system after the engagement closes.
