Scope of work The ANTICIPA initiative is a pioneering project designed to strengthen humanitarian preparedness and response through the use of artificial intelligence. The system combines formal data, territorial information and community-based knowledge into a decision-making support system. ANTICIPA uses AI agents to provide non-technical users with actionable insights, risk analysis, and actionable guidance through accessible messaging channels. The Humanitarian Coordinator for Colombia, based in Leticia, Amazonas, will act as ANTICIPAs territorial focal point for Leticia, Amazonas and the prioritized projects in the Amazon region, and as a liaison between communities, local authorities, humanitarian organizations, implementation partners and the platforms technical development team. Their role will be key to supporting the adoption, contextualization and implementation of ANTICIPA in Leticia and in the territories linked to the Amazon and triple border dynamics. The profile must have experience in the Colombian humanitarian context and, preferably, in the Amazon and/or in border territories. It will interact with UN actors, NGOs, local and national authorities, community leaders and technical teams, ensuring that ANTICIPAs capacities respond to real operational needs. This involves translating complex needs of communities and institutional actors into clear requirements for AI and software teams, guiding the development of relevant information products, and promoting the responsible use of the platform in humanitarian and territorial coordination spaces. Description of activities Strategic representation and stakeholder coordination Work in close coordination with ANTICIPAs national focal point in Colombia to ensure methodological coherence, exchange of learnings, and alignment between territorial and national initiatives. Represent ANTICIPA in humanitarian coordination forums, inter-institutional spaces, local risk management roundtables, and potential Amazonian regional networks or initiatives, ensuring that the platform is articulated with territorial, national, and regional priorities, including border coordination scenarios with Peru and Brazil when relevant and feasible. Promote the adoption of ANTICIPA among humanitarian partners, authorities, and local actors in Leticia and the Amazon, demonstrating its value in strengthening data-driven decision-making, communication with communities, and preparedness for risks and emergencies. Develop, maintain, and continuously update a stakeholder mapping for ANTICIPA in Colombia Leticia, Amazonas, and, where relevant, for the tri-border area; to analyse existing coordination mechanisms; identify information gaps based on queries and reported data; and conducting interviews with key stakeholders to understand how to address these gaps. This will be an ongoing process for the entire duration of the contract, not a one-off exercise. Maintain a clear and up-to-date coordination matrix that documents identified actors, roles, mandates, existing coordination mechanisms, focal points, and information gaps, including local authorities and actors from the territory of Leticia, Amazonas, and relevant actors from tri-border areas. Ensure that the needs, feedback, and learnings obtained during territorial implementations are documented and communicated in a timely manner to the national ANTICIPA team and the development team to support the continuous evolution of the platform.
