Expression of Interest for Open-Source Mobile App for ECD Data Collection & Monitoring in Republic of Congo. Over the past two years, the World Banks Research Department (DEC) has partnered with the Social Protection and Youth Economic Inclusion Project (SPYEIP) to test the viability of childcare businesses as an economic inclusion intervention in the Republic of Congo. SPYEIP seeks to reduce poverty and expand economic opportunities through a dual approach: (i) providing cash transfers to extremely poor and vulnerable households, and (ii) supporting economic inclusion through income-generating activities (IGAs). With funding from the World Banks Invest in Childcare Initiative and under the leadership of the Ministry of Social Affairs, Solidarity and Humanitarian Action (MASSAH), a pilot was implemented in Brazzaville to assess the feasibility of childcare entrepreneurship as an IGA. The pilot trained 20 women, who went on to successfully establish and operate two childcare centers located at the Soukissa and Total markets. Building on the positive results of this pilot, a grant from the Women Entrepreneurs Finance Initiative (We-Fi) will support the scale-up of the intervention to additional locations in Brazzaville and to Pointe-Noire. To support data collection, implementation, monitoring, learning, and evidence generation, the project seeks to adapt and deploy an open-source mobile application that will be used by mamapreneurs on smartphones to collect routine data on children, childcare center operations, finances, attendance, and developmental outcomes. The application will serve two complementary purposes: 1. Generate high-quality longitudinal data for program monitoring, evaluation, operational learning, and research. 2. Support mamapreneurs in managing childcare services and maintaining records. The application should be practical, easy to use, functional in low-resource settings, and capable of generating reliable data for program management and evidence generation.
