The Consulting Services ( The Services) involve Ebonyi State Livestock Productivity and Resilience Support Project (L-PRES) Project implementation unit (P.I.U) who have the need for the services of a professional experienced and qualified, registered Civil Engineering Consultant Firm/Firms to provide comprehensive Supervision of Civil works construction Contracts at Ebonyi State Integrated Livestock Value Chain hub Ezzambgo in Ohaukwu Local Government Area Ebonyi State Nigeria. The detailed Terms of Reference (TOR) for the assignment can be obtained at the Projects office; Ministry of Agriculture and Natural Resources, Block 11, 2nd Floor Centenary City, Abakaliki, Ebonyi State, Nigeria. The Ebonyi State L-PRES Project now invites eligible Consultant Civil Engineering Firms to indicate interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to perform the Services. The short-listing criteria are as follows: 1. Qualification and experience of the consultant in the core business of Civil engineering works Supervision/design particularly in Livestock/Animal husbandry facilities or similar structures in the at least the past three (3) years. 2. Relevant professional and technical experience in similar assignments (Attach evidence). 3. Possession of selection criteria as listed in the TOR. Prospective Consultants will not be evaluated at the short-listing stage. 4. The firms Organization structure (Organogram) showing the human resources and adequacy of the staff to coordinate this activity. Only the CVs of Permanent Staff must be evaluated here. 5. Possession of relevant Professional Certifications from recognized professional bodies in Nigeria. 6. Duly registered with Nigeria Corporate Affair Commission and other recognized International professional bodies. Note: Only the experience of the firm and not that of the Key Experts is required at this stage please. The attention of interested Consultant is drawn to section 111, paragraph 3.14, 3.16 and 3.17 of the world Banks procurement Regulation for IPF Borrowers dated July 2016 (revised August, 2018), setting forth the World Banks policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to the assignment; neither a consultant (including personnel and sub consultants), nor an affiliate (that directly or indirectly controls, is controlled by, or is under common control with that Consultant shall be hired for any assignment that by its nature, creates a conflict of interest with another assignment of the consultant. Consultant (including their experts and other personnel and or other sub-consultants), that have close business or family relationship with professional staff of The Borrower, or of the project implementing agency or of a recipient of the Banks financing, or any other party representing or on behalf of the Borrower, that is directly or indirectly involved in any part of the preparation of the TOR for the assignment, the selection process for the contract, or the supervision of the contract may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in an manner acceptable to the Bank throughout the selection process and execution of the contract outlined under sub-paragraph C and D of the procurement Regulations. Consultants may associate with one another to enhance their qualifications, but should indicate clearly whether the association is in a joint venture and/or a sub-consultancy.
