ELIGIBILITY REQUIREMENT a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7 b. Evidence of Current Tax Clearance Certificate (TCC) for the last three (3) Years (2023, 2024 & 2025) valid till 31st December, 2026. c. Evidence of current Pension Compliance Certificate valid till 31st December, 2026 d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2026. e. Evidence of Compliance with National Social Insurance Trust Fund (NSITF) valid till 31st December, 2026. f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2026 or valid Certificate issued by BPP. g. A sworn affidavit by a director of the company certifying that: i. The documents submitted are genuine and correct: ii. None of the Director(s) of the company had ever been convicted by a Court of Law: iii. None of the officers of FPB is a present or former Director of the company: iv. None of the officers of the relevant committees of Federal Polytechnic, Bida or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder. v. The company is not in receivership, in solvency or bankruptcy proceedings or the subject of any form of winding up petition. h. Company Audited Accounts for the last three (3) years (2023, 2024 & 2025), certified by a Chartered Accountant/Auditor. i. Where necessary and applicable, bidding companies must show appointment or authorization by the OEM. j. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firms Letter Head paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm. k. Only companies in the National Automotive Design and Development Councils (NADDC) approved list of Local Manufacturer of vehicles or their Authorised Representative should bid for the vehicle. 2. SUBMISSION OF BIDDING DOCUMENTS Prospective bidders are to submit bids for the projects/lots, two hard copies each of the technical and financial bids, with a soft copy of the financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as Technical Bids or Financial Bid. Thereafter, put the two sealed envelopes together in a bigger seal envelope address to the Rector, Federal Polytechnic, Bida, Niger State, and marked Year 2025/2026 (MERGED) TETFUND CAREER SERVICE CENTER INTERVENTION, with lots number and lots description. Similarly, the reverse of the sealed envelope should bear the bidders name and address, and the envelope should be dropped into the designated tender box at the procurement officers office before or by noon on Monday, 31st August, 2026. 3. OPENING OF PRE-QUALIFICATION DOCUMENTS The technical bids will be opened immediately after the submission deadline at 12.00 noon on Monday, 31st August, 2026, in the Council Chamber of the Polytechnic, in the presence of bidders or their representatives at the Conference Room. 4. GENERAL INFORMATION i. Bids should be in English language and signed by an authorized official; ii. Bids submitted after the deadline for submission will be returned unopened iii. Bidders will name all costs, iv. The Technical Bids will be opened in the presence of Bidders or their representatives; v. Only pre-qualified bidders who pass the technical evaluation will have their financial bids opened, while the financial bids for unsuccessful bidders will be returned unopened; vi. The institution shall verify all claims made by the bidders, including requests for submission of the originals of the documents for sighting, and shall disqualify any company whose claims(s) are found to be false; vii. The Federal Polytechnic, Bida, is not obligated to award the contract to the lowest bidder; and viii. The Federal Polytechnic, Bida, is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
