Tenders are invited for HR, Financial, And Membership Management Expert Service Location: Ramallah Tender Description Introduction The Palestinian Federation of Industries (PFI), with the support of UNDP, is implementing a project aimed at strengthening the institutional capacity and sustainability of Palestinian Industrial Associations. As part of the institutional strengthening component, the project seeks to develop standardized institutional management systems within (5) unions that enhance organizational efficiency, transparency, accountability, and service quality across Industrial Associations. The consultancy will focus on designing practical, standardized management tools and operational systems covering Human Resources, Financial Management, and Membership Management. These systems will provide a unified institutional framework that can be adapted and adopted by different Industrial Associations while considering their individual organizational structures and operational needs. The consultancy builds upon the findings of the Institutional, Governance, Legal and Technical Assessments and translates their recommendations into practical institutional systems, policies, procedures, manuals, templates, and operational tools. Objective of the Consultancy The overall objective of this consultancy is to develop standardized institutional management systems that strengthen the organizational performance of Industrial Associations through the development of practical and sustainable Human Resources, Financial Management, and Membership Management systems. Principal Services and Responsibilities (Essential Functions) The HR, financial, and membership management expert is responsible for the following principal services and responsibilities: Phase 1: Develop a standardized HR Management System including: HR Policy Manual Organizational Structure Guidelines Job Description templates Job Specification templates Recruitment and Selection Procedures Employee Onboarding Procedures Performance Appraisal System Training and Capacity Development Procedures Leave and Attendance Procedures Promotion and Career Development Procedures Code of Conduct Disciplinary Procedures Staff Evaluation Forms HR Templates and Forms Phase 2: Develop standardized Financial Management tools including: Financial Policies and Procedures Manual Internal Financial Control Procedures Delegation of Financial Authority Matrix Procurement Financial Procedures Cash Management Procedures Payment and Approval Workflow Budget Preparation Guidelines Budget Monitoring Templates Financial Reporting Templates Asset Management Procedures Petty Cash Procedures Supporting Financial Forms Financial Documentation Checklist Phase 4: Develop a standardized Membership Management System including: Membership Policy Membership Classification Membership Registration Procedures Membership Renewal Procedures Membership Database Structure Membership Service Workflow Complaints Handling Procedure Membership Fee Management Procedures Communication with Members Membership Performance Indicators Membership Forms and Templates Deliverables: Inception Report including the methodology and detailed work plan. Standardized Institutional Management Package covering HR, Financial Management, Membership Management, SOPs, and all supporting policies, procedures, templates, and operational tools. Capacity Building Package including training materials, user guides, and orientation sessions for the target associations. Final Consultancy Report including the finalized management systems, implementation roadmap, recommendations, and all editable files. Required Skills and Qualifications MA in Human Resource Management, Business Administration, or any related field. 5 years of experience and above in HR and Financial management Previous experience of process restructuring and development, preferably in industrial unions and private sector. Previous experience in training delivery. Deep understanding of the Palestinian Labor Law Good understanding of the full HR and financial system process. Solid problem-solving and team management abilities. Time Frame: The consultancy is expected to be implemented over 4 months with an estimated 45 working days, subject to the final work plan.
