Date Added: August 11, 2026 Deadline: 01/09/2026 Category: Management/Investment 1.0 INTRODUCTION 1.1 The University of Uyo (UNIUYO) intends to engage a qualified Facility Manager for the operation, management, and maintenance of its existing students hostels and other related facilities under concessionary agreements. The objective is to ensure efficient service delivery, improved living conditions, and sustainable facility management across the Universitys campuses. 1.2 In furtherance of the above, the University of Uyo hereby invites suitable, reputable, and competent firms/consortia to submit Expressions of Interest (EOI) for the operation, maintenance, and management of existing students hostels and other facilities through a Public Private Partnership (PPP) arrangement. 2.0 SCOPE OF THE PROJECT 2.1 The scope of work covers the management of existing students hostels and other facilities through Operation, Management, and Maintenance/Concession Agreements. The selected firm/consortium will be responsible for delivering efficient facility management services, ensuring safety, functionality, and optimal performance of the hostels and associated infrastructure. 3.0 ELIGIBILITY REQUIREMENTS FOR INVESTOR 3.1 Legal Eligibility: i. Provide Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7, or its equivalent for foreign firms. ii. In the case of a consortium, evidence in the form of Letter of Association or Agreement (Joint Venture Agreement and/or Memorandum of Understanding/Memorandum of Agreement). iii. Power of Attorney/Board Resolution, in case of a consortium, identifying the lead member of the consortium authorized to submit the RFQ and binding on all the members of the consortium. 3.2 Technical and Professional Capacity i. Evidence of technical and professional capacity to execute the project, including company profile and Curriculum Vitae of key staff, demonstrating HSE compliance and not less than five (5) years relevant experience, supported with copies of academic and professional qualifications. ii. Verifiable documentary evidence of relevant previous facility management agreements successfully executed. iii. Evidence of availability of skilled and technical personnel required for effective facility management operations. iv. Evidence of availability of relevant equipment or valid lease agreements for such equipment. v. Relevant professional certifications of technical personnel, demonstrating a strong track record and competence in facility management. vi. A detailed Maintenance Schedule/Manual for Mechanical and Electrical (M&E) services. vii. Evidence of Health, Safety and Environment (HSE) compliance. viii. A comprehensive Student Turnover and Life-Cycle Management Plan. ix. A detailed Environmental Health Standards and Waste Management Plan. x. A System and Software Integration Model Plan for facility management operations. xi. Sworn affidavit confirming that the company is not bankrupt. xii. Sworn affidavit confirming that all information provided in the bid is true and correct in all particulars 3.3 FINANCIAL CAPACITY i. Provide evidence of financial capacity, in support of the company or consortiums ability to undertake the project with sponsor and adequate financial resources to finance investment. Interested applicant must have the following: ii. Evidence of private investor registration with the Securities and Exchange Commission (SEC), compliance with Infrastructure Concession Regulatory Commission (ICRC), as well as any relevant certification as it relates to the National Policy on Public Private Partnership (where applicable). 4.0 METHOD OF SUBMISSION 4.1 Any prospective investor are to submit their Expression of Interest in two (2) hard copies, one (1) original and one (1) photocopy and one (1) soft copy in a readable format of their intention to participate in the process in sealed envelopes and marked Management of existing students hostels and other facilities at the top right-hand corner of the envelope and addressed to: The Vice Chancellor, University of Uyo, Uyo and clearly marked with the name of the campus. Furthermore, the reverse side of each sealed envelope should bear the name and address of the company/consortium and dropped in the Bid Box at the Directorate of Procurement, University of Uyo, Main Campus along Nwaniba Road, Uyo, Akwa Ibom State not later than 12:00 noon, Tuesday 1st September 2026. 5.0 OPENING OF EXPRESSION OF INTEREST 5.1 The expression of interest shall be opened immediately after the deadline for submission at 12:00 noon, on Tuesday 1st September, 2026 at the Multi-Purpose Hall, Main Campus, University of Uyo, along Nwaniba Road, Uyo, in the presence of the investors or their representatives who choose to attend.
