Tenders are invited for Business Incubation and Capacity Development Program-SCMF I. Project Description The Business Incubation and Capacity Development Program under the Sustainable Coastal and Marine Fisheries (SCMF) Project aims to empower ventures encompassing marine enterprises, marine-related enterprises (including start-ups from CFis, their members, groups of CFis, or joint venture programs between CFis and private enterprises), and non-fed mariculture businesses (such as the mussel industry, blood cockle industry, and post-harvest enterprises within marine subproject value chains). These businesses are supported by output 1.2 under the SCMF in the following locations: (i) Kampot, (ii) Kep, (iii) Preah Sihanouk, and (iv) Koh Kong. Implemented for 30 months, the program comprises three main activities, including: 1. The Business Incubation Training program aims to support selected ventures by enhancing their capabilities in business planning, networking, operational and growth strategies, market testing and evaluation, risk management and mitigation, and identifying market opportunities stemming from ESG principles, including climate resilience and sustainability in business marketing and growth. 2. The Enterprise Engagement and Business Formation program assists selected ventures in their transformation into formal enterprises. This will be achieved through the provision of (i) enterprise structure diagnostics, (ii) consultation on incremental investment for upscaling or product value adding, (iii) consultation on market linkage, and (iv) consultation on business registration and enterprise formation. 3. The Feasibility Study of Marine Business seeks to evaluate the proposed investments required for business upgrades and ascertain their eligibility for support through seed grants under the Marine Business Incubation Program. Additionally, these feasibility studies will focus on post-harvest enterprises to identify investment necessities for modernizing operations and ensuring compliance with safety standards. The following are the expected outputs under the assignment: 1. Up to 180 ventures are expected to enhance their capacity through the Business Incubation Training program 2. Up to 120 ventures are expected to benefit from the Enterprise Engagement and Business Formation 3. Up to 90 cases, no duplicate case either commodity or sector, are expected to be conducted and completed for Feasibility Studies II. Bidding Components Step 1: Interested agencies/implementers/partners are to share their interest in the project by filling in the Google form (attached link below) no longer than 30 days from the date of the announcement. Step 2: KE is to invite agencies/implementers/partners for a detailed project briefing after the closing date. Step 3: Agencies/implementers/partners are to submit a proposal and budget plan within two weeks after the project briefing. Step 4: The procurement committee will review the submitted proposal, budget, and activity plan. Step 5: Awarding agencies/implementers/partners will be formally informed after the evaluation by the committee team. III. Required Documents Khmer Enterprise would like to invite potential agencies/implementers/partners to submit sealed proposals and other required documents for the program. The required documents are: Institutional profiles of agency/implementer/partner Institutional legal registration certificates and other relevant licenses Program Proposal including a brief activity plan, curriculum, implementation methodology, implementing team profiles, list of potential experts, timeline, and other networks.
