Tenders are invited for Consulting Services for GIS Integration into the Central Elections Commissions Operations Rooms and Official Website. Service Location: Ramallah The Central Elections Commission (CEC) invites eligible and qualified consulting firms to submit technical and financial proposals for the provision of Consulting Services for GIS Integration into the Central Elections Commissions Operations Rooms and Official Website. The assignment includes the analysis, design, development, implementation, integration, testing, training, documentation, and technical support of a Geographic Information System (GIS) platform that will support election operations, public information services, and historical electoral data visualization. The expected implementation period is four (4) to five (5) months. 1. Introduction The Central Elections Commission (CEC) intends to integrate Geographic Information Systems (GIS) into its operational and public information platforms to improve election management, operational monitoring, public transparency, and decision-making. Qualified consulting firms are invited to submit proposals demonstrating their technical expertise, implementation methodology, and financial offer. 2. Procurement Method The procurement shall follow the Quality and Cost Based Selection (QCBS) methodology. The contract will be awarded to the proposal obtaining the highest combined technical and financial score. 3. Assignment Duration The expected duration of the assignment is 45 months from the contract commencement date. 4. Scope of Services The Consultant shall perform all activities described in the Terms of Reference (Annex I), including but not limited to: A. GIS Platform Development Design and develop an enterprise GIS platform. Integrate GIS with existing CEC information systems. Develop APIs and secure interfaces. Configure real-time visualization. B. Integration with Existing Systems The GIS platform shall integrate with: Voter Turnout Reporting System Incident Management System Polling Centers Database Results Transmission System Nomination Database C. Public Website Integration The Consultant shall develop interactive public GIS dashboards including: Election participation Election results Historical election comparison Interactive thematic maps D. Data Preparation The Consultant shall: Review existing datasets. Validate GIS layers. Prepare additional layers where required. Develop GIS administration tools. Produce prototype interfaces for approval. Recommend hosting architecture and infrastructure. E. Training and Knowledge Transfer The Consultant shall: Train Operations Department staff. Train IT Department staff. Deliver administrator training. Deliver user manuals. Deliver technical manuals. Deliver source documentation. F. Maintenance The Consultant shall provide: Minimum one-year warranty. Technical support. Bug fixing. System updates related to the delivered solution. 5. Deliverables The Consultant shall be responsible for delivering all outputs and project components required to achieve the objectives of the GIS Integration project in accordance with the approved methodology, implementation schedule, and Terms of Reference, all deliverables shall be submitted in a complete, functional, and professionally documented manner and shall be subject to review, testing, and formal acceptance by the Central Elections Commission (CEC). The Consultant shall ensure that each deliverable meets the agreed technical specifications, quality standards, security requirements, and operational needs of CEC, deliverables shall include, but not be limited to, the developed GIS platforms, system integrations, interactive dashboards, data layers, documentation, training materials, and support plans. The Consultant shall provide all necessary technical files, configurations, databases, manuals, and knowledge transfer materials required to enable CEC staff to operate, manage, update, and maintain the GIS solution independently. Prior to final acceptance, the Consultant shall conduct system testing, user acceptance testing, and any required adjustments based on CEC feedback. The Consultant shall submit a final completion report confirming that all project activities have been completed, all agreed deliverables have been transferred to CEC, and the system is fully operational and ready for use in supporting election operations and public information services. The Consultant shall provide: Interactive GIS Operations Dashboard. Public Web GIS Portal. Interactive Election Results Maps. Historical Election GIS Portal. Administrative GIS Management Tool. Training Sessions. User Manuals. Technical Documentation. Source Code. Database Documentation. System Architecture Documentation. Maintenance Plan. Final Acceptance Report. 6. Consultant Qualifications Interested firms shall demonstrate: Minimum five (5) years experience in enterprise GIS implementation. Experience integrating GIS with enterprise information systems. Experience with web GIS platforms. Experience in dashboard development. Experience with spatial databases. At least three similar completed projects. Availability of qualified GIS specialists, software architects, developers, database experts, and project managers. Experience with election management systems or government GIS projects will be considered an advantage. 7. Team Composition The Consultant shall propose a qualified and experienced project team with the appropriate technical expertise, professional qualifications, and practical experience required to successfully implement the GIS Integration project. The proposed team shall include all key personnel necessary to perform the assignment, covering areas such as project management, GIS architecture and development, database management, systems integration, web application development, user interface design, quality assurance, training, and technical support. The Consultant shall clearly define the roles, responsibilities, and level of involvement of each proposed team member throughout the project implementation period, the Consultant shall appoint a Project Manager who will serve as the primary point of contact with CEC and shall be responsible for overall coordination, progress monitoring, communication, and timely delivery of all project outputs. The proposed experts shall possess relevant academic qualifications, professional certifications (where applicable), and demonstrated experience in similar GIS implementation and integration projects, the Consultant shall provide detailed CVs for all key experts, highlighting their relevant assignments, technical competencies, and experience related to enterprise GIS solutions, web-based mapping platforms, data integration, and election or public-sector information systems. The Consultant shall ensure continuity of key personnel throughout the assignment, any replacement of proposed key experts during contract implementation shall be subject to prior written approval by CEC, and replacement personnel shall have qualifications and experience equal to or higher than those of the originally proposed experts. The proposed team should include, at minimum: Project Manager GIS Expert GIS Developer Web GIS Developer Full Stack Developer Database Specialist System Integration Specialist UI/UX Designer QA/Test Engineer Trainer 8. Proposal Submission Interested consulting firms are invited to submit their proposals in accordance with the requirements set forth in this Request for Proposals (RFP), each proposal shall consist of two separate components: (i) a Technical Proposal and (ii) a Financial Proposal. The Technical Proposal shall demonstrate the Consultants understanding of the assignment, proposed methodology, implementation approach, work plan, team composition, and relevant experience, while the Financial Proposal shall present a detailed cost breakdown for the services to be provided. The Financial Proposal shall be prepared independently of the Technical Proposal and shall not contain any information that could influence the technical evaluation. Proposals shall be prepared in the English language and submitted no later than the date and time specified in the Proposal Data Sheet. Late submissions may be rejected. The Consultant shall bear all costs associated with the preparation and submission of its proposal, and CEC shall not be responsible or liable for any such costs, regardless of the outcome of the procurement process. The proposal shall remain valid for the period specified in this RFP. By submitting a proposal, the Consultant confirms its acceptance of the requirements, conditions, and terms contained in this Request for Proposals. The proposal shall consist of: A. Technical Proposal The Technical Proposal shall include: Company Profile Understanding of the Assignment Methodology Work Plan Project Schedule Team Composition CVs of Key Experts Similar Assignments Risk Management Approach Quality Assurance Plan Proposed Technologies Assumptions Exceptions (if any) B. Financial Proposal The Financial Proposal shall include: Lump Sum Price Breakdown by Deliverables Professional Fees Travel (if applicable) Software Licensing (if applicable) Other Costs Taxes 9. Proposal Submission & Validity Proposals shall be submitted no later than Thursday, 20 August 2026, at 15:00 pm in closed sealed envelopes, in accordance with the submission instructions specified in this RFP. Proposals received after the stated deadline may be considered non-responsive and may not be accepted.
