Oxfam in Lebanon, through the Womens Rights Fund (WRF), seeks to recruit a qualified consultant to provide technical support a Womens Rights Organizations (WROs) under the Womens Rights Fund (WRF) in Lebanon. The consultancy aims to strengthen the organizations institutional capacities through the development finalization of sub-granting and risk assessment policies and procedures and deliver capacity strengthening sessions to support effective implementation of the developed policies. The Womens Rights Fund (WRF) supports Womens Rights Organizations in strengthening their institutional resilience, sustainability, and effectiveness in advancing gender justice and womens rights, by providing flexible grants and capacity strengthening programs. As part of the projects organizational development component, participating partners underwent a Gender Just structures and processes assessment which identified areas for further institutional strengthening. Following the assessment, a partner organization identified the need to have a consultant to support them in creating a sub-granting and a risk assessment policy. A sub-granting policy is a set of rules and procedures that explains how an organization distributes part of its grant funding to other organizations or individuals through subgrants (also called subawards). The risk assessment strategy should thoroughly explain how the organization identifies and assesses potential risks related to its operations and projects, including how risks are rated based on their likelihood and impact. It should also describe the measures taken to mitigate or manage those risks, identify who is responsible for monitoring them, and state how often the risks are reviewed and updated. Oxfam seeks to engage a consultant to develop the policies together with any required procedures, templates, tools, and guidance documents necessary to operationalize and implement them. The consultant will also provide tailored technical support to this organization and train their staff for the effective implementation of these newly developed policies. SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED The consultant will be expected to: Conduct a preliminary meeting with the partner organization to better understand their needs. Review existing relevant documentation and conduct a gap analysis. Develop policies together with any required procedures, templates, tools, and guidance documents as required by the organization. Present draft policies to the team and collect feedback. Revise policies based on partner and Oxfams feedback. Design and facilitate training sessions on newly developed policies. Submit finalized policy documents. If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives), these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers. Logistics related to the FGDs and workshops are Oxfam responsibilities. METHODOLOGY The consultant will deliver the assignment in around 10 days, over an estimated period of 2 months (September October 2026) with a total level of effort as outlined below. The assignment will combine participatory consultations, collaborative drafting, validation workshop, and capacity strengthening session to ensure both technical quality and organizational ownership of the final outputs. The company/ individual(s) should have the following competencies: Essential Proven experience in organizational development and institutional strengthening. Experience in risk assessments and risk management frameworks. Knowledge of sub-granting mechanisms. Demonstrated understanding of feminist principles, gender justice, and womens rights programming. Experience facilitating organizational capacity strengthening training sessions.
