The Main Objective Of This Public Proposal Is To Contract The Total Hip Endoprosthesis Surgical Interventions Service, Whose Purpose Is To Provide A Timely Response To Patients Belonging To The Ges Waiting List, Those Admitted Through The Emergency Service, As Well As Patients Who Present Serious Functional Sequelae, And Who Require The Performance Of These Interventions To Significantly Improve Their Health Condition And Quality Of Life. In Turn, This Service Seeks To Provide Efficient And Timely Action To All Patients Who Require This Type Of Intervention, Safeguarding And Protecting, And Contributing To The Reduction Of The Waiting List And Compliance With Explicit Health Guarantees. It Should Be Noted That, Due To The Limited Availability Of Surgical Pavilion During Institutional Hours, The Specialty Of Hip Traumatology Is Currently Unable To Meet The Existing Demand. In This Context, If These Patients Are Not Operated On In A Timely Manner, A Progressive And Irreversible Deterioration Of Their Health Condition Occurs, Characterized By An Increase In Chronic Pain, Loss Of Mobility And A Significant Decrease In Autonomy, Which Can Lead To Permanent Disability. Postponing Surgery Increases The Risk Of Clinical Complications Such As Falls, Fractures, Muscle Atrophy And Decompensation Of Comorbidities, In Addition To Generating Negative Psychological And Social Impact, With Anxiety, Depression And Dependency On Third Parties. Likewise, The Lack Of Timely Resolution Implies A Greater Use Of Health System Resources, An Increase In Emergency Care And Associated Costs, In Addition To Possible Regulatory Non-Compliance, Especially In Ges Patients, Affecting The Management And Indicators Of The Establishment. Therefore, Through This Agreement We Seek To Provide A Prompt Response To Any Patient Who Requires These Surgeries, Which Are Intended To Provide Protection To The Public Health Of Users. The Service Will Be Provided In The Facilities Of The Establishment, Outside Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Health Prevention, Promotion, Recovery, Protection Or Rehabilitation Actions That Are Tendered By This Act.
