The Subject Of The Order Is: Provision Of Comprehensive Services In The Field Of Performing The Function Of Contract Engineer For The Investment Titled: Reconstruction And Expansion Of The Sewage Treatment Plant In Cedrowice Towards Increasing Its Efficiency (Hereinafter Also Referred To As The Investment Task). The Ordering Party Has A Feasibility Study And Technical Specification For The Execution And Acceptance Of Construction Works (Hereinafter Referred To As Stwiorb), A Construction Design, A Demolition Design Along With Investor Cost Estimates For The Investment Task, Which Supplement The Opz (Hereinafter Also Referred To As The Opz) Contained In The Annex. No. 1 To Swz, I.E. Annex No. 1.1. To Swz, Also Called Technical Documentation (Zip File). The Scope Of The Order Is Divided Into Two Stages And Includes, In Particular: Stage I: 1) Preparation, Coordination, And Supervision Of The Development Of Documentation Necessary To Award A Public Contract For The Investment In Question, Including The Functional And Utility Program Prepared On The Basis Of The Documents Referred To In Point 6.2. In The Scope Related To The Preparation Of Executive Documentation Necessary For The Execution Of The Order, Which Supplements The Documentation Held By The Ordering Party, Along With Specifying The Detailed Scope And Form Of Executive Designs Developed By The Future Contractor Of Construction Works, Hereinafter Referred To As The Contractor, In Cooperation With And In Consultation With The Ordering Party (At The Request Of The Ordering Party, The Proceedings In Question Will Be Subject To Prior Control By The Entity Granting The Financing); 2) Comprehensive Support For The Ordering Party In The Preparation And Conduct Of The Procedure For Construction Works, In Accordance With The Public Procurement Law And The Requirements Of Feniks2021-2027, In Particular The Guidelines, Project Selection Regulations And Conditions Regarding The Operation Of Fenx.01.03 Water And Sewage Management Priority Fenx.01 Support For The Energy And Environment Sectors From The Cohesion Fund Co-Financed By The Cohesion Fund Under The European Funds For Infrastructure, Climate And Environment 2021-2027, Including: A) Preparation Of Documentation Of The Procedure, In Particular A Description Of The Subject Of The Order, Required Notices, Draft Provisions Of The Contract, Conditions Of Participation In The Procedure, Criteria For Evaluating Offers And Other Documents Necessary To Initiate And Conduct The Procedure, Taking Into Account The Conclusion Of Clauses On Meeting The Requirements Regarding The Employment Of Persons By The Contractor Or Subcontractor On The Basis Of An Employment Relationship (Article 95 Of The Public Procurement Law) And Requirements Regarding The Performance Of Construction Works In Accordance With The Principles Environmental Protection; B) Preparing Draft Answers To Contractors Questions, Draft Changes To The Procedure Documentation, Draft Calls, Notices And Other Letters During The Proceedings; C) Participating In The Examination And Evaluation Of Offers And Preparing Recommendations Regarding The Selection Of The Most Advantageous Offer; D) Supporting The Ordering Party In Concluding A Contract For Construction Works; E) Representing The Ordering Party Before The National Appeals Chamber Or Participating In A Hearing
