Request for Proposal (RFP) for: Drafting Ten PIEFZA Regulations, Executive Guidelines and standardized PIEFZAdevelopertenant governance framework Eligibility Criteria: - Eligible specialized consulting firms, groups, or suitably qualified legal consultants may apply. - Offerors must demonstrate relevant legal, regulatory drafting, bilingual drafting, institutional, financial, customs/free-zone, industrial-estate, and stakeholder consultation expertise. Evaluation Process: Technical proposals will be evaluated before financial proposals. Award will be made to the offeror responsible that complies with the RFP requirements and provides the best overall value through a technical-financial trade-off. Technical proposals scoring below 55 out of 70 points will not proceed to financial evaluation.
