Tenders are invited for Engagement of a Media Production Company for the Production of a Documentary Film Service Location: Ramallah Engagement of a Media Production Company for the Production of a Documentary Film NO ( 62/2026) Background The Teacher Creativity Center (TCC) is a Palestinian non-governmental organization committed to advancing the social outcomes of education in Palestine and the Arab region in line with the needs and priorities of local communities. The Centers work is guided by international human rights standards relating to the right to education, including the targets and indicators of Sustainable Development Goal 4 (SDG 4). TCC develops and implements its programmes based on continuous assessments of community needs, working with teachers, students, parents, universities, decision-makers, and civil society organizations, in partnership with key national stakeholders, including the Palestinian Education Coalition, the Ministry of Education, the Ministry of Social Development, and teachers unions in Palestine and the Arab region. Youth in Action is a community-based educational initiative implemented by the Teacher Creativity Center (TCC) with full funding from Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Strengthening Civil Society in the Palestinian Territories Phase IV Programme. The project is implemented from May 2026 to March 2027. This project is designed to leverage education as a catalyst for civic action. By engaging teachers, students, and local CBOs in collaborative advocacy, the project not only addresses the immediate challenges faced by the education sector but also creates a pathway for long-term civic participation and community resilience. As part of the implementation of the project, the Teacher Creativity Center seeks to document the projects activities, implementation process, achievements, and impact through the production of a high-quality documentary film. The film will highlight the projects objectives, implementation approach, and key achievements, while showcasing the experiences of participating youth, partner institutions, and local stakeholders. It will also present stories of change that demonstrate the projects contribution to strengthening civic engagement, promoting youth participation, and fostering collaboration among schools, civil society organizations, and local government institutions. To this end, the Teacher Creativity Center intends to engage a media production company to produce a professional documentary film under the Youth in Action Project. The selected company shall be responsible for developing the creative concept and script, coordinating filming locations and interviewees in collaboration with the project team, conducting field filming, directing, editing, colour correction, sound editing, subtitling, motion graphics where required, and delivering the final documentary film in accordance with the projects visual identity and the quality standards of the Teacher Creativity Center (TCC) and GIZ. Scope of Work The selected company shall be responsible for the planning and production of a high-quality documentary film documenting the Youth in Action Project, its activities, achievements, and stories of change, in line with the projects objectives, the visual identity of the Teacher Creativity Center (TCC), and the donors requirements. The assignment shall include the following tasks: Develop a detailed implementation plan and production schedule outlining all stages of the assignment, from pre-production and filming to editing and final delivery. Conduct a coordination meeting with the project team at the Teacher Creativity Center (TCC) to review the films objectives, key messages, target audiences, proposed filming locations, interviewees, and implementation plan. Review the available project documents and materials and develop a creative concept and preliminary script for the documentary, subject to TCCs review and approval prior to filming. Prepare a detailed filming plan in coordination with the project team, including filming locations, required scenes, interviews, key interview questions, and the production schedule. Conduct professional field filming using appropriate equipment to document project activities, community initiatives, and interviews with young participants, representatives of partner organizations, local authorities, and other relevant stakeholders. Carry out all post-production activities, including editing and assembling footage and interviews, colour correction, audio editing, and the integration of music, titles, captions, and other required visual elements. Prepare accurate English subtitles for the documentary and verify all names, institutional affiliations, job titles, and project-related information in coordination with the project team. Ensure compliance with the projects visual identity and the branding requirements of the Teacher Creativity Center (TCC) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. All music, images, graphics, fonts, and other visual assets used in the production must be appropriately licensed for use. Submit a first draft of the documentary to the Teacher Creativity Center (TCC) for review and incorporate all agreed comments and revisions prior to submitting the final approved version. Deliver the final documentary in high resolution and in formats suitable for screening and digital dissemination, together with a shortened version optimized for publication on social media platforms. Expected Deliverables The selected company shall deliver the following outputs within the agreed implementation period: A detailed implementation plan and production schedule for the documentary. An approved creative concept and preliminary script. A detailed filming plan, including filming locations, required scenes, interviews, and the production schedule. Completion of all field filming and interviews in accordance with the approved filming plan. A first draft of the 2 min documentary film for review and feedback. The final approved documentary in high resolution, including English subtitles, titles, and all approved visual elements. A shortened version of the documentary optimized for publication on social media platforms. Delivery of the final documentary 2 min film, the social media version, and all raw footage in appropriate electronic formats to the Teacher Creativity Center (TCC). The final output is a professional documentary film of 2 minutes. All footage, audiovisual materials, and outputs produced under this assignment shall become the property of the Teacher Creativity Center (TCC). They may not be used, reproduced, or published by the selected company without the prior written approval of the Teacher Creativity Center. Company Qualifications and Experience The applying company shall meet the following minimum qualifications and experience requirements: Be a legally registered media production company or specialized production firm with a valid business registration and operating license. Demonstrate proven experience in the production of documentary films or audiovisual materials for development or community-based projects. Have a qualified technical team with experience covering all stages of film production, including pre-production, filming, directing, and post-production. Possess the technical equipment and production capacity required to produce a high-quality documentary film. Previous experience working with civil society organizations and/or international donor-funded projects shall be considered an asset. Proposal Submission Requirements Teacher Creativity Center (TCC) invites qualified media production companies to submit technical and financial proposals in accordance with the following requirements: Submit a technical proposal, and an implementation plan, in English, detailing the proposed implementation stages and production schedule. Submit the company profile, including relevant experience and a portfolio of previous work. Attach copies of the companys registration certificate and valid business operating license. Submit samples or links to similar work previously completed, preferably documentary films or audiovisual productions for development or community-based projects. All submitted documents must be complete, clear, and legible. The technical proposal, financial proposal, and implementation plan must be submitted in English. Teacher Creativity Center (TCC) reserves the right to reject any submission that does not comply with the requirements or is missing the required documentation. Financial Proposal Requirements The financial proposal shall be submitted in English and shall include the following: The financial proposal shall be submitted in Euro (EUR), exclusive of Value Added Tax (VAT). If there is a tax file, otherwise the tax will be deducted The financial proposal shall include all costs related to the assignment, including filming, directing, editing, subtitling, transportation, and any other expenses associated with the production of the documentary film. All pages of the financial proposal must be signed and stamped by the applying company. The financial proposal shall be submitted in a separate file or sealed envelope from the technical proposal, in accordance with the requirements of this Request for Quotations (RFQ). The proposed prices shall remain valid until the completion of the evaluation and award process. Teacher Creativity Center (TCC) reserves the right to accept or reject any proposal, in whole or in part, or to cancel this Request for Quotations (RFQ) without thereby incurring any obligation toward the applicants.
