Tenders are invited for Procurement of PHEV (Plug-in Hybrid Electric Vehicle) for GIZ Lebanon + Trade-in for GIZ Owned Vehicle. Closing Date: Tuesday, 25. Aug 2026 Intervention Sector(s): Environment, Trade & Finance GIZ Country Office Lebanon requires the supply and delivery at the delivery location (Hazmieh, IFP Building) of one (1) brand-new plug-in hybrid passenger vehicle (PHEV) from a reputable, well-established, and reliable supplier. The vehicle must meet the minimum technical specifications, safety standards, and warranty requirements outlined in this Terms of Reference. The supplier shall provide all necessary documentation, registration support, and after-sales service in Lebanon. As part of this procurement, bidders also needs to apply for a trade-in arrangement for a GIZ-owned vehicle (Mitsubishi Pajero, 2021), as further detailed in Section 2.7. How to apply The offer should be split into 2 folders: Folder 1: Technical Proposals, must be written in English , Valid for 60 days from the submission deadline and includes the following : Companys Portfolio including the board members and showing the average turnover in the last 3 financial years and reference projects. Complete and detailed technical specifications of the PHEV car. Companys legal documents, company registration and MoF registration. Confirmation of delivery requirements as mentioned in the ToR ( within one week after PO signature ) Supplier must confirm in writing. GIZ general purchase conditions signed, dated, and stamped. Self-declaration EU-Russia sanctions signed, dated, and stamped. Code of conduct signed, dated, and stamped *Note that any price indication of any item in the technical offer will lead to disqualification. * Folder 2: Financial Proposals, which should consist of: Dated financial offer in USD including Taxes/VAT (the financial proposal shall clearly indicate the price of the overall tender and the price for each item). The offer also shall includes the Trade-in offer ( USD) stating the price the bidder is willing to pay to purchase the GIZ-owned trade-in vehicle (Mitsubishi Pajero, 2021) referred to in Section 2.7. The companys Tax registration number at the Ministry of Finance. Bank account details of the company inside Lebanon. *Note that a financial offer that does not include the price the bidder is willing to pay to purchase the GIZ-owned trade-in vehicle (Mitsubishi Pajero, 2021) will be disqualified.
