The City Of White Rock (The City) Invites Qualified Proponents To Submit Proposals For Hub26-004 – Quantity Surveyor And Independent Cost Consultant Services. The Quantity Surveyor (The Qs) Will Be Retained Directly By The City And Shall Act As The Citys Independent Cost Consultant And Primary Cost Validation Resource For Stage 1 Of The Hubwrx Project, Spanning Schematic Design And Design Development, Culminating In A Decision-Grade Class B Cost Validation Package That Supports A City Council Go Or No-Go Decision At Decision Gate 2. The Assignment Generally Includes Review Of The Feasibility Cost Framework And Prior Class C Estimate, Preparation Of Schematic Design Cost Plans, Preparation Of A Class B Estimate Based On Coordinated Design Development Documentation, Structured Cost Reconciliation With The Prime Consultant (Architect), Risk-Adjusted P50 And P75 Cost Reporting, And Preparation Of Council-Ready Cost Validation Deliverables For Decision Gate 2. The Qs Shall Not Be A Subconsultant To The Architect. This Separation Preserves Independence, Avoids Pressure To Reconcile Cost Positions To Design Preference, And Supports A Defensible Municipal Decision Record. The Successful Proponent Will Be Expected To Work Collaboratively With The City, The Development Representative, The Prime Consultant Team, And Other Supporting Technical Consultants Associated With The Project, While Maintaining Independent Cost Judgment.
