Qualification System With Subject: Preparation Of Complete Project Documentation For Joining New Customers, Reconstruction, Renovation And Construction Of New Substations, Medium And Low Voltage Cable And Overhead Lines On The Territory Of The City Of Sofia And Sofia Region, Ref. No. Cs 26-084. The Qualification System Is Created On The Basis Of Art. 141, Para. 1 Of The Zop And Has As Its Object The Provision Of Services Within The Meaning Of Art. 3, Para. 1, Item 3 Of The Civil Code. The Qualification System Is Created With The Aim Of Pre-Selection Of The Interested Persons And The Inclusion In It Of Business Entities That Will Participate In The Procedures For The Award Of Public Procurement Conducted By The Contracting Authority, Falling Within The Scope Of The Cs, According To The Conditions And Requirements Of The Contracting Authority And The Zop. The Qualification System Enables Economic Entities To Be Included In It At Any Time, As A Result Of A Pre-Selection. Interested Persons May Submit An Application For Inclusion In The Cs During The Entire Term Of Validity Of The Cs. The Application For Participation Contains Information About Personal Status And Compliance With The Selection Criteria Set By The Contracting Authority. For The Awarding Of Specific Public Contracts For The Services Falling Within The Scope Of The Cs, The Contracting Authority, Depending On Its Specific Needs, Will Conduct Negotiation Procedures With A Preliminary Invitation To Participate (In Accordance With Article 142, Paragraph 1 Of The Civil Code), To Determine The Executor Of Each Specific Contract From Among The Persons Included In The Cs. The Period Of Validity Of The Cs Is 60 (Sixty) Months, Counted From The Date Of Sending The Announcement About The Announcement Of The Cs. The Contracting Authority Reserves The Right To Change Its Validity Under The Terms Of Art. 141, Para. 2 Of The Zop. The Subject Of This Cc Covers The Territory Of The City Of Sofia And The Sofia Region, And In This Territory, During The Implementation Of The Above-Mentioned Procedures For Determining The Executor Of Each Specific Contract, Among The Persons Included In The Qualification System, Different Specific Positions Can Be Distinguished. Any Candidate May Submit An Application For Inclusion In The Cs Provided That He Meets The Requirements Of The Sop, The Regulations For The Implementation Of The Sop (Ppzop) And The Requirements Of The Contracting Authority, Including The Selection Criteria Specified In The Announcement And Documentation For The Cs. For The Conclusion Of A Specific Contract, The Contracting Authority Will Carry Out The Negotiation Procedure Provided For In The Public Procurement Procedure With A Preliminary Invitation To Participate For Awarding A Public Contract Under The Cs, And For This Purpose Will Send An Invitation To Participate To All Persons Included In The Cs. The Contracting Authority Will Determine The Executor Of The Relevant Contract, Based On The Most Economically Advantageous Offer, According To The Lowest Price Award Criterion. ​​​​​​​
