Aug 2026 Intervention Sector(s): Good governance and transparency Duration of Contract: 1 Month SIDC works with vulnerable populations in Lebanon on HIV, harm reduction, sexual and reproductive health and rights, and mental health. As the organization has grown in staffing, partnerships, and donor-funded projects SIDC recognizes the need to ensure that its organizational structure, reporting lines, and staff roles are clearly defined, appropriately aligned with its strategic priorities, and fit for purpose. As part of the implementation of SIDCs 20262030 Strategic Plan, the first action point identified the need to review and strengthen the organizations internal structure to better support its future direction and operational requirements. This process aims to ensure greater clarity of roles and responsibilities, improve coordination and accountability Under the framework of the Emergency Response Project, implemented in partnership with the International Rescue Committee (IRC) and funded by Stichting Vluchteling (SV) under the Dutch Relief Alliance (DRA), SIDC is seeking to hire a qualified consultant to review and update the organizations organizational structure. The consultant will assess the existing organogram, review and update roles, responsibilities, and Terms of Reference (ToRs), and provide recommendations to strengthen organizational effectiveness, accountability, and alignment with SIDCs strategic and operational needs. Objective Engage a consultant/firm to review SIDCs current organizational structure and produce an updated organogram, along with revised Terms of Reference (TORs) and roles and responsibilities for staff positions. Scope of Work - Review existing organizational chart(s), job descriptions, TORs, strategic plan, and relevant donor requirements. - Conduct interviews or focus group discussions with SIDC leadership, department heads, and staff. - Assess the current structure for clarity, efficiency, and alignment with SIDCs strategy and donor compliance needs. - Identify gaps, overlaps, or unclear reporting lines. - Develop a revised, clear organizational organogram. - Draft/update TORs and roles and responsibilities for all (or key) positions. - Validate the proposed organogram and TORs with SIDC leadership and staff. - Provide recommendations for communicating and rolling out the revised structure.
