Aug 2026 Intervention Sector(s): Development Remuneration range: 2000 to 3000 (USD) Duration of Contract: One Month 1. Background Women Now for Development (WND) defines itself as a feminist, women-led NGO dedicated to deepening and strengthening the role of women in Syrian and host communities by enhancing their political, social, and economic participation. Women Now for Development Lebanon is a local non-governmental organization implementing programs in two Women and Girls Safe Spaces (WGSS) in Bekaa, Lebanon, reaching thousands of women and girls annually. In response to fluctuating regional crises and the critical need for rapid-response programming, WND aims to review its emergency 2026 intervention, strengthen its institutional preparedness, compliance, and emergency deployment mechanisms. To achieve this, WND is seeking a qualified consultant to develop a comprehensive Emergency Intervention Policy and Frameworks package. This package will ensure that the organization is structurally and operationally equipped to deliver rapid, transparent, gender-responsive, and effective crisis-response operations while fully aligning with international humanitarian standards and donor regulations. 2. General Objective The purpose of this Terms of Reference is to fortify Women Now for Developments (WND) institutional resilience and operational integrity by establishing a robust, localized emergency response mechanism. This initiative aims to equip WND with a standardized, ready-to-deploy policy and framework package, ensuring the organization is fully prepared to execute scalable, high-quality, and accountable emergency interventions for Vulnerable families and specifically women and girls in Lebanon. 3. Specific Objectives Deliver a 2026 After-Action Review (AAR) Report: Conduct a structured evaluation of WNDs 2026 emergency response to consolidate programmatic achievements, operational constraints, and stakeholder feedback into a concise AAR report featuring clear, prioritized recommendations. Draft a Comprehensive Emergency Intervention Policy: Formulate an overarching emergency policy establishing clear institutional triggers, threshold criteria, and governance management structures required to formally activate WNDs emergency response. Optimize Emergency SOPs & Workflows: Update WNDs operational frameworks and Standard Operating Procedures (SOPs) based on AAR recommendations, establishing clear, step-by-step guidance for field teams during rapid emergency deployments. Integrate Support Mechanisms & Staff Care and security: Embed institutional protective policies covering rapid field deployment team safety, mental health/psychosocial support (PSS), and baseline operational expense/contingency fund utilization protocols. Design a Complete Annex Package: Produce practical tools including rapid eligibility scorecards, selection criteria sheets, distribution logs, and feedback forms for field teams to utilize immediately upon emergency activation, and necessary documentations. 4. Scope of Work & List of Core Interventions The consultant will be responsible for defining, structuring, and formatting operational frameworks for the following specific interventions: Emergency Cash Assistance (ECA) , Rapid Cash Assistance (MPCA) & cash for work: Review WND applied policies and practices during emergency and set the needed recommendations as relevant. Community Kitchens: Structural, hygiene, and nutritional setup guidelines, supply chain requirements, and daily operational standards for community-led meal provisioning. In-Kind Distribution Packages: Standardized item specifications, storage protocols, inventory tracking system, distribution methodologies, and safety measures tailored specifically to women and girls for: Hygiene Kits, Food Parcels, and Feminine Kits. Staff Care, Operational Expenses & Contingency: Concrete guidelines for baseline operational expenses, mobilizing emergency funding lines, and managing unforeseen contextual challenges safely. 5. Key Deliverables Deliverable 1: After action Review Report brief on WND 2026 emergency intervention , challenges, achievements, best practices, lesson learned and recommendations. Deliverable 2: Inception Report Brief approach, comprehensive methodology, and finalized content outline for the entire policy package. Deliverable 3: First Complete Draft Package Full initial draft of the Emergency Intervention Policy, Technical Frameworks, Staff Care , and security Protocols, and comprehensive Annex Pack. Deliverable 4: Final Reviewed & Validated Package Refined, complete final package incorporating all structural and narrative feedback from the WND leadership team. Deliverable 5: Orientation & Handover Session A detailed orientation briefing session for senior management and key operations/field staff on how to activate, use, and report against the framework. 6. Proposed Timeline The total duration of the consultancy is estimated at maximum 10 working days, with a strict final deadline for all finalized documents at the end of August 2026. Safeguarding & Ethical Requirements WND maintains zero tolerance for sexual exploitation, abuse, harassment, child abuse, and rights violations. The consultant must embed safeguarding and protection mechanisms into all deliverables: Comply with Core Policies: Strictly adhere at all times to the WND-Lebanon Safeguarding Policy, Code of Conduct, and Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) standards. Do No Harm & Dignity-Centered Design: Ensure all kit configurations (especially feminine dignity and hygiene items) and community kitchen distribution mechanics protect beneficiary privacy, uphold human dignity, and avoid creating safety risks or social stigma for women, girls, and marginalized groups. Data Privacy: Maintain strict confidentiality regarding all institutional, programmatic, financial, and community data accessed during the assignment. Accountability to Affected Populations (AAP): Ensure intervention guidelines account for safe, accessible community feedback mechanisms. Contractual Commitment: The selected consultant must sign and formally commit to WNDs Safeguarding Code of Conduct prior to contract signing. Acknowledge that any breach of safeguarding or ethical standards will result in immediate termination of the contract. 8. Qualifications & Requirements Advanced degree in Humanitarian Action, Disaster Risk Management, Social Sciences, International Development, or related field. Proven experience drafting Emergency Response Policies, Standard Operating Procedures (SOPs), or strategic frameworks for NGOs. Strong understanding of gender-responsive humanitarian aid, protection principles, and Women and Girls Safe Spaces (WGSS) dynamics. Deep knowledge of the local Lebanese operational context, humanitarian crisis dynamics, and NGO regulatory frameworks. 9.
