Tenders are invited for Consultancy Services for Emergency Response (Nutrition and Others) Closing Date: Sunday, 16. Aug 2026 Intervention Sector(s): Development Remuneration range: 1000 to 2000 (USD) Duration of Contract: One Month 1. Background Women Now for Development (WND) defines itself as a feminist, women-led NGO dedicated to deepening and strengthening the role of women in Syrian and host communities by enhancing their political, social, and economic participation. Women Now for Development Lebanon is a local non-governmental organization implementing programs in two Women and Girls Safe Spaces (WGSS) in Bekaa, Lebanon, reaching thousands of women and girls annually. As part of its rapid-response emergency scale-up, WND is establishing an operational framework to deploy integrated food security, hygiene, and protection relief interventions. To ensure all distributed packagesincluding food parcels, hygiene kits, and feminine dignity kitsfully align with global standards (such as Sphere Minimum Standards and Do No Harm principles), uphold human rights to food and personal dignity, and remain culturally appropriate and logistically streamlined, WND requires a technical consultant. This expert will establish approved specifications for food menus and multi-sectoral relief kits, perform a market feasibility study, outline health and nutritional metrics, and map itemized procurement inputs to build a streamlined operational framework for field deployment 2. General Objective The purpose of this consultancy is to design a standard, high-quality, and trusted Emergency Nutrition and Kit Intervention Catalog. This catalog will merge public health compliance with a highly structured procurement, ingredients study (raw materials and supported # of people /portion), distribution portions/kits (per person or family), cost-efficient, and rapid intervention response during humanitarian crises in Lebanon. 3. Specific Objectives Develop an Approved Emergency Hot Meal List: Map out a standardized matrix of approved cooked meals for community kitchen activation, factoring in storage stability, preparation speed, and cultural preferences taking into consideration the national facts and needs. Incorporate Public Health & Nutritional Facts: Provide precise macro/micronutrient counts, allergen parameters, and health rationales tailored for vulnerable groups, specifically pregnant/lactating women and children. Streamline Implementation Pathways: Ensure the final intervention frameworks directly facilitate cost estimation, supplier bidding, and programmatic delivery structures for WNDs field teams. 4. Scope of Work & Key Technical Areas The selected consultant will directly collaborate with our operations and programs teams to complete the following: Detailed In-Kind Kit Component Specifications: Formulate the exact combinations of ingredients, condiments, and packaging dimensions required per target household across: Food Parcels, Hygiene Kits, and Feminine Kits. Community Kitchen Menu Standardization: Compile a standardized culinary index of recipes, preparation times, and volume scaling rules for hot meal distribution lines. Itemized Ingredient & Procurement Study: Produce a detailed ingredient master sheet mapping exact units, recommended storage temperatures, shelf-life thresholds, and alternative local substitutes to prevent procurement bottlenecks. Nutritional Health Fact Sheets: Document a public health brief justifying meal compositions against malnutrition risks and localized standard health criteria. 5. Key Deliverables Deliverable 1: Inception Report & Methodology Outline Brief approach, list of initial local dishes selected for review, and secondary market data sources. Deliverable 2: Draft Emergency Intervention & Meal Catalog Draft index of cooked meals, public health profiles, and detailed itemization for food/hygiene/feminine kits. Deliverable 3: Final Ingredient Study & Procurement Blueprint Complete Excel-linked Bill of Quantities (BoQ) tracking every ingredient, unit weight, raw price estimates, and packaging requirements to plug directly into procurement lines. 6. Proposed Timeline The total duration of the consultancy is estimated at 7 working days, with a strict final deadline for all finalized documents at the end of August 2026. Safeguarding & Ethical Requirements WND maintains zero tolerance for sexual exploitation, abuse, harassment, child abuse, and rights violations. The consultant must embed safeguarding and protection mechanisms into all deliverables: Comply with Core Policies: Strictly adhere at all times to the WND-Lebanon Safeguarding Policy, Code of Conduct, and Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) standards. Do No Harm & Dignity-Centered Design: Ensure all kit configurations (especially feminine dignity and hygiene items) and community kitchen distribution mechanics protect beneficiary privacy, uphold human dignity, and avoid creating safety risks or social stigma for women, girls, and marginalized groups. Data Privacy: Maintain strict confidentiality regarding all institutional, programmatic, financial, and community data accessed during the assignment. Accountability to Affected Populations (AAP): Ensure intervention guidelines account for safe, accessible community feedback mechanisms. Contractual Commitment: The selected consultant must sign and formally commit to WNDs Safeguarding Code of Conduct prior to contract signing. Acknowledge that any breach of safeguarding or ethical standards will result in immediate termination of the contract. 8. Qualifications & Requirements Advanced degree in Public Health Nutrition, Food Science, Humanitarian Logistics, Dietetics, or a closely related field. Proven experience designing emergency food lists, community kitchen meal schedules, or humanitarian ration standards. Demonstrated ability to perform granular ingredient studies and technical market assessments to feed procurement files. Strong understanding of international standards (SPHERE standards, WHO nutrition targets in emergencies). Familiarity with the Lebanese food market, local supply chains, and item availabilities. 9.
