The Main Objective Of This Public Proposal Is To Have The Spine Surgical Interventions Service, To Comply With The Resolution Of Patients With Explicit Health Guarantees (Ges), Surgical Waiting List, And Emergencies That Require These Surgeries, Which Due To Lack Of Pavilion Availability And Demand, Cannot Be Performed Within The Institutional Hours Designated For This. Therefore, The Purpose Of This Service Is To Resolve And Comply Within The Deadlines Guaranteed By Law, All Those Surgeries Of Patients With A Diagnosis Of The Spine Specialty With Pathologies Of Intra And Extramedullary Tumors, Intraoperative Repair Of Possible Complications (An Example Of This Is Meningeal Gaps, Where The Use Of Neurosurgery Is Required), Traumatic Pathologies, Degenerative Pathologies Of The Cervical, Dorsal And Lumbosacral Area, Vertebral Infections As A Consequence Of Other Pathologies, Or Spontaneously And That Require Rapid Resolution To Avoid Sequelae And Polytraumatized Patients, Among Other Pathologies, That Require Timely Resolution. Failure To Resolve These Pathologies In A Timely Manner Can Generate Serious Neurological Sequelae, Paralysis And Chronic Disabling Pain Due To The Loss Of Therapeutic Opportunity. Likewise, The Persistence Of This Surgical Gap Will Critically Increase The Non-Ges Surgical Waiting List And May Cause Greater Use Of Emergency Hospitalization Beds For Patients Who Cannot Be Resolved In Time, Seriously Affecting Operational Efficiency. On The Contrary, The Approval And Implementation Of This Service Will Report Significant And Measurable Impacts For The Institution And Its Users, Starting With An Optimization Of The Public Infrastructure By Using The Pavilions During Non-Working Hours, Maximizing The Installed Capacity Of The Hospital Without Altering The Daytime Programming. By Ensuring A Quick Resolution Within Legal Deadlines, Compliance With The Opportunity Guarantee Is Guaranteed, Drastically Reducing Waiting Days And Mitigating The Judicialization Of Cases. Furthermore, By Performing The Interventions Within The Same Establishment, The Safety Of The Patient Is Safeguarded Against Possible Intraoperative Complications, Such As Meningeal Gaps, Allowing The Immediate Intervention Of Neurosurgery Specialists Without The Risks Associated With An External Transfer. Therefore, Through This Agreement We Seek To Provide A Prompt Response To Any Patient Who Requires These Surgeries, The Purpose Of Which Is To Provide Protection To The Public Health Of The Users. This Service Will Be Provided In The Facilities Of The Establishment, Outside Of Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 36/80 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Prevention, Promotion, Recovery, Protection Or Health Rehabilitation Actions That Are Tendered By This Act.
