The Main Objective Of This Public Proposal Is To Contract The Thyroidectomy Surgical Interventions Service For Thyroid Cancer And Goiters, To Respond To Patients With Explicit Guarantees In Ges Health And Those Who Are On The Surgical Waiting List, Referred From The Establishments Of The Araucanía Norte And Sur Network, Who Require These Surgeries, Which, Due To Lack Of Pavilion Availability And High Demand, Cannot Be Performed Within The Institutional Hours Designated For It. Therefore, The Purpose Of This Service Is To Resolve And Comply, Within The Deadlines Guaranteed By Law, With All Surgeries Of Patients Diagnosed With Cancer Or Other Thyroid Pathologies. In This Sense, Failure To Resolve These Pathologies In A Timely Manner May Imply Progression Of The Disease, Increasing The Risk Of Clinical Complications, Deterioration In The Quality Of Life Of Patients And Even A Worse Prognosis In The Case Of Oncological Pathologies. Likewise, It Generates An Increase In The Demand For Care, Higher Costs For The Health System Due To More Complex And Prolonged Treatments, And An Eventual Breach Of Ges Guarantees, With The Legal And Health Implications That This Entails. This Situation Originates Due To The Limited Availability Of Surgical Pavilions During Institutional Hours, Considering That For This Specialty There Is Only Access To The Central Pavilion On Mondays, An Instance In Which The Resolution Of More Complex Pathologies Is Prioritized. This Availability Is Insufficient To Cover The Existing Demand, Especially Since These Spaces Are Preferably Used For More Complex Surgeries And Vital Emergency Care. With This, Through This Public Proposal We Seek To Provide A Continuous, Timely And Effective Response To Users Who Require This Type Of Interventions, The Purpose Of Which Is To Provide Protection To The Public Health Of Users, And Contribute To The Reduction Of The Waiting List, Avoiding The Deterioration Of The Aforementioned Pathologies And Promoting Adequate Functional Recovery. Consequently, It Is Necessary To Complement The Resolution Capacity Of The Establishment By Contracting These Services. The Service Will Be Provided In The Facilities Of The Establishment, Outside Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 3680 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Health Prevention, Promotion, Recovery, Protection Or Rehabilitation Actions That Are Tendered By This Act.
