The Subject Of The Order Is The Service Of Implementing The Concept And Functional And Operational Program Together With Equipment For Investments Carried Out Within The Framework Of Civil Protection And Civil Defense (Olioc), Including: 1) Construction Of An Olioc Warehouse; 2) Construction Of A Collective Protection Facility (Ozo) - Hiding Place; 3) Construction Of A Collective Protection Facility (A Multi-Functional Protective Facility With Rescue, Social, Cultural And Educational Functions).2. A Detailed Description Of The Subject Of The Contract Constitutes No. 1 Of The Specification Of Terms Of Contract, Hereinafter Referred To As Swz. Other Conditions Regarding The Implementation Of The Contract Are Specified In Annex No. 3 To The Swz (Drafted Provisions Of The Public Procurement Contract).3. Names And Codes Specified In The Common Procurement Vocabulary:1) Preparation Of The Project And Project, Cost Estimation - 71242000-6;2) Engineering Services In The Field Of Design - 71320000-7.4. When Dividing The Contract Into Parts, There Is A Risk Of Not Selecting A Contractor In One Of The Parts Of The Contract. Due To The Consistency Of The Design Work, The Lack Of A Contractor For Even One Part Would Result In The Inability To Complete The Entire Subject Of The Contract. Moreover, The Need To Coordinate The Activities Of Different Contractors Carrying Out Individual Parts Of The Contract Could Seriously Jeopardize The Proper Performance Of The Contract. Dividing The Subject Of The Contract Into Many Parts Also Carries A Significant Risk Of Difficulties And Obstacles In Determining The Contractor Responsible For Improper Performance Of The Subject Of The Contract, Including Under The Warranty For Defects Or Liability Under Art. 471 Of The Act Of 23 April 1964, Civil Code. The Performance Of Each Scope Of Design Work Has An Impact On The Next Scope Resulting From The Technology Of Performing These Works. If The Subject Of The Order Is Performed By One Contractor, Responsibility For The Entire Design Process, In Its Implementation Aspect, Is Unquestionably Borne By One Contractor. Failure To Divide The Contract Into Lots, Due To Its Small Scope And Size, Will Not Hamper Competition.
