Service Location: Jerusalem St. Yves The Catholic Centre for Human Rights is a Palestinian legal organization working in the field of providing legal aid, advocacy and human rights defense, including the protection of Palestinian communities and buildings threatened with demolition in Area C of the West Bank . In light of the continued escalation of demolition and restriction policies imposed on Palestinian construction in Area C, and the accompanying rapid legislative, judicial and procedural developments, there is a need to strengthen the capabilities of lawyers working in this field and expand the base of specialists capable of providing effective legal representation in planning, organization, construction and demolition cases . Accordingly, the St. Yves Foundation invites experts and specialists in legal research to submit technical and financial proposals for the development of specialized training material on demolition, regulation and construction issues in Area (C). Second: Mission objective Developing specialized training material aimed at providing lawyers with the legal knowledge and practical skills necessary to understand and follow up on planning, organization, construction and demolition issues in Area (C), and enhancing their ability to provide effective legal representation before the competent administrative and judicial authorities . Third: Scope of work and outputs The expert or applicant is expected to perform the following tasks : Review and analysis of the legal framework governing building, zoning and demolition issues in area (C) . Collecting, classifying, and analyzing relevant military laws, orders, instructions, and administrative procedures . Preparing a comprehensive training program and a detailed training plan . Preparing training materials, presentations, and supporting references for participants . Preparing summaries and reference materials covering : The planning and organization system implemented in area (C) . Military orders and legislation related to construction, organization and demolition . Procedures for orders, work stoppage orders, and removal and demolition orders . Licensing and legal settlement procedures . Mechanisms for objection and appeal before the competent authorities . Litigation procedures before the courts and relevant judicial and administrative bodies . The latest relevant legal and judicial developments . Collecting, analyzing, and classifying judicial decisions and legal principles of importance in this field . Preparing case studies derived from practical reality to enhance the applied aspect of training . All training materials will be provided in an electronic format that can be used and updated in the future . Fourth: Required qualifications The applicant must meet the following requirements : University degree in law . Proven experience in legal research and the preparation of legal training materials or programs . Academic expertise in planning, organization, construction, and demolition issues in the occupied Palestinian territories. Good knowledge of relevant legislation, military orders, administrative and judicial procedures . Proficiency in both Arabic and Hebrew, both reading and writing, is required, enabling the use of relevant legal sources .
