Tenders are invited for Positive Deviance Analysis and Practical Guidance for Risk Communication and Community Engagement Scope of Work The consultant will consolidate existing evidence and documented PD practices in AAP and RCCE. Country readiness assessments and piloting are explicitly out of scope. The project consists of three interconnected workstreams: 1. Practical Positive Deviance Guidance Note The consultant will develop a concise and operational guidance note that enables country offices and field practitioners to understand and apply Positive Deviance principles with limited prior training. The consultant will coordinate the development of this product with NORCAPs CEA Thematic Manager and UNICEFs CEA PD focal point. Method: Draw on the NORCAP Positive Deviance discussion paper and outputs from the Nairobi learning retreat. Translate existing Positive Deviance theory into accessible operational language. Explain when and where Positive Deviance approaches are most suitable. Outline practical steps for identifying Positive Deviance behaviours. Include key considerations for RCCE, AAP, outbreak response, and climate programming. Be suitable for adaptation across different geographical and humanitarian contexts. Include tools, checklists, diagnostic questions, and practical prompts that can support operational implementation. 2. Analysis of Existing AAP and RCCE Learning The consultant will conduct a structured review and analysis of available documentation and evidence. Sources may include: NORCAP deployment / expert assignment reports. Evaluation reports. Academic literature. RCCE and AAP documentation. Outbreak response documentation. Climate resilience and anticipatory action programmes. Relevant partner publications and knowledge products The analysis should: Identify documented Positive Deviance behaviours and practices. Assess the strength and quality of available evidence. Highlight recurring patterns, lessons, and enabling factors. Identify gaps in evidence requiring future investigation. Document limitations within the current knowledge base. Attention should be given to examples from: Ebola responses. Cholera responses. Other disease outbreak settings. Climate adaptation and resilience programmes.
