Communication Software Package – Procurement, Implementation And Operation Of A Voice-Supported Chat Avatar Including An Ai-Supported Chatbot Solution. The State Capital Of Wiesbaden (Also Called The Client) Intends To Further Expand Its Service Quality, Particularly At Heavily Frequented Contact Points Such As The Town Hall, The Citizens Office, A Health Kiosk Or A Tourist Information Center, And To Provide Citizens With Modern, Low-Threshold And Barrier-Free Access To Information And Services. As Part Of This Project, An Interactive, Voice-Supported Chat Avatar Based On A Chatbot Solution Will Be Introduced, Which Will Be Operated On Site Using Suitable Hardware. The Aim Is To Enable Intuitive Voice-Supported Interaction, Especially For Users Who Are Not Digitally Distant, To Answer Routine Queries Automatically And Thus Noticeably Relieve The Burden On Both Citizens And Citizen Service Employees. The Chat Avatar Will Be Developed As An Additional Communication Channel For External Citizen Communication. An Open And Interoperable Interface Architecture Must Be Provided That Enables The Connection Of Both Existing And Future Chatbot Technologies In The State Capital Wiesbaden. In Addition, The State Capital Wiesbaden Aims To Provide A Gdpr-Compliant And Secure Ai-Supported Dialogue System. The System Must Comply With The Applicable It Security Standards Of The Bsi. The Processing Of Personal Data, Especially Of Citizens, Should Be Largely Avoided. Processing Must Be Limited To The Extent Necessary For The Respective Functionality And Implemented Using Recognized Data Protection Principles, In Particular Privacy By Design And Privacy By Default. Personal Data May Only Be Processed For A Specific Purpose. They Must Be Protected From Unauthorized Access And In Particular May Not Be Used For Ai Training.
