Notice Is Hereby Given That The City Of Abbotsford (The “City”) Is Contemplating Making A Direct Award Of A Contract Topw Trenchless Construction Inc.(The “Service Provider”) For The Following: Lonzo Forcemain Emergency Repair The Lonzo Fm Is A Critical Sewer Pump Station That Serves A Significant Area Of The City. Flow From The Station Is Conveyed By 2 – 300Mm Forcemains That Run Through An Un-Opened Road Right Of Way Between Marshall Road And South Fraser Way. During The Summer Months (Low Flows) The Pump Station Can Operate With Only 1 Forcemain In Service, But During The Winter (October – May), The Higher Flows Require Both Forcemains To Be In Service. The City Was Informed Of A Leak In The Fm In Late May Behind The Private Retaining Wall That Crosses The Right Of Way. Field Investigation Was Not Able To Locate The Source Of The Leak. Scope Of Services: This Work Is Split Into Option 1 And Option 2: Option 1 – Localized Pipe Relining – Max Value -$200K Cad, Exclusive Of Taxes. Option 2 – Directional Drilling 2 Replacement Forcemains – Max Value$1.37M Cad, Exclusive Of Taxes. Total Max Value - $1.57M Cad, Exclusive Of Taxes Option 1 Involves A Localized Repair And Option 2 Is The Complete Replacement Of The Forcemain (To Be Actioned Only If Option 1 Is Not Feasible). Rationale For Contemplating A Direct Award The City Is Contemplating A Direct Award With The Supplier For The Following Reasons: With The Objectives Of Public Security And Safety And The Protection Of Human, Animal And Plant Life And Health And Due To The Unpredictability Of Severe Weather Events, It Is Important That The Provision Of Services Be Expedited As Delays Increase The Risks Flooding. Contract Value: The Value Of The Contract Is Expected Not To Exceed $1.57Mcad, Exclusive Of Taxes.
