Tenders are invited for Production of Advocacy and Policy Adaptation Documentation Videos and Radio Spot Service Location: West Bank Tender Description TOR - Production of Advocacy and Policy Adaptation Documentation Videos and Radio Spot BACKGROUND & INTRODUCTION The Palestinian Farmers Union (PFU) is a recognized farmers network representing agricultural communities across Palestine. Through its Governorate Farmers Associations (GFAs), PFU works to protect farmers rights and interests, advocate for supportive agricultural policies, and provide services that strengthen farmers capacities in production, processing, and marketing. In partnership with Oxfam, PFU is implementing the programme funded by the Directorate-General for Development Cooperation and Humanitarian Aid (DGD), titled: Women, youth and other SSPs increase benefits in the fresh vegetable value chain as change agents. The programme is implemented jointly with three partners: the Palestinian Agricultural Relief Committee (PARC), Rural Women Development Society (RWDS), and PFU, with the aim of contributing to a more inclusive, fair, and sustainable fresh vegetable value chain. CONTEXT The Palestinian agricultural sector continues to face significant challenges affecting farmers livelihoods, market access, and the sustainability of agricultural production. These challenges include weak market linkages, recurring production surpluses, post-harvest losses, limited institutional market opportunities, and gaps in coordination and accountability among value chain actors. To address these challenges, PFU, together with a multi-stakeholder coalition including Governorate Farmers Associations, women and youth groups, civil society organizations, private sector actors, and relevant national and international stakeholders, is implementing advocacy initiatives aimed at strengthening agricultural market systems, improving value chain governance, and promoting practical policy and institutional solutions that support Palestinian farmers. The coalition provides a platform for dialogue, coordination, evidence generation, and collective advocacy to promote reforms that improve market access, strengthen accountability, and contribute to more sustainable and farmer-centered agricultural systems. PURPOSE OF THE CONSULTANCY The purpose of this consultancy is to produce cost-effective, high-quality audiovisual materials that document PFUs advocacy initiatives and support stakeholder engagement around policy solutions within the fresh vegetable value chain. SCOPE OF WORK The selected service provider will be responsible for concept development, filming, interviewing, production, editing, subtitling, and delivery DELIVERABLES The selected service provider shall deliver: Two (2) advocacy and policy documentation videos (34 minutes each). One (1) Arabic radio spot (3045 seconds). Final edited versions suitable for public dissemination and digital platforms. English subtitles for video content where required.
