Expression of Interest for Emergency-Ready Primary Health Care (ERPHC) Toolkit for South and South-East Asia The assignment aims to develop a practical, validated Emergency-Ready Primary Health Care (ERPHC) Toolkit to strengthen the capacity of PHC systems to prepare for and respond to outbreaks, climate-related shocks, disasters, and other health emergencies. Building on the WHO and Resolve to Save Lives ERPHC framework, the toolkit will be structured around four core capacities: Connect, Detect, Protect, and Treat. It will be developed in India and designed for adaptation across seven additional countries in South and South-East Asia. The selected consulting firm will conduct a regional assessment of PHC and emergency preparedness systems, develop integrated toolkit instruments, field test them across diverse settings in 4-5 Indian states, and refine the tools based on implementation experience and stakeholder feedback. The final product will include validated assessment and planning instruments, facilitator guides, user materials, and country adaptation guidance to support broader regional applications. The assignment requires a firm with substantial experience in public health, health systems strengthening, disease surveillance, and emergency preparedness, particularly in India. The team should include expertise in health systems, primary health care, epidemiology and surveillance, infection prevention and control (IPC), WASH, and community engagement, with experience in developing and validating health system assessment tools.
