Tenders are invited for Consultancy for the Operational Strengthening of the Regional ENSO Plan 20262027 NORCAP, in partnership with the Executive Secretariat of CEPREDENAC, is seeking a consultant to provide technical assistance for the operational strengthening of the Regional ENSO Plan 20262027. Aug 2026 The consultancy will support the development of practical tools to strengthen the articulation between Comprehensive Disaster Risk Management (DRM), Anticipatory Action (AA) and Adaptive Social Protection (ASP), contributing to improved preparedness, coordination and early decision-making for climate-related risks associated with the El NiñoSouthern Oscillation (ENSO) across Central America and the Dominican Republic. Working closely with CEPREDENAC, SICA institutions and national authorities, the consultant will develop operational guidance, map institutional coordination mechanisms, facilitate technical consultations and validation exercises, and provide recommendations to support the long-term institutionalisation of the consultancy outputs. The consultancy is expected to run for approximately four months and will be delivered through a hybrid modality, combining remote work with a limited number of in-person missions. Applicants should have at least five years of relevant experience in disaster risk management, adaptive social protection, anticipatory action, climate resilience or related fields, as well as experience producing technical guidance and facilitating multi-stakeholder processes.
