Background The Kymenlaakso Welfare Area Is Preparing The Procurement Of Maintenance, Development And Expert Services Related To The Sbm Platform. A Technical Market Dialogue Is Organized To Support The Procurement Preparation. Its Purpose Is To Map The Service Solutions And Service Models Available On The Market And To Evaluate The Preliminary Competence Requirements, The Pricing Structure And The Feasibility Of The Procurement Requirements. The Aim Of The Market Dialogue Is To Support The Preparation Of A Possible Subsequent Bidding Process So That The Procurement Can Be Carried Out Appropriately, Equitably, Non-Discriminatory And In A Way That Promotes Competition. 2. Preliminary Subject Of Procurement The Preliminary Subject Of The Procurement Is The Maintenance, Development And Expert Services Of The Sbm Platform.• Maintenance Services Of Sbm Environments• Services Related To The Management Of Disturbances, Service Requests, Problems And Changes• Development And Configuration Of The Sbm Platform• Professional Services Related To Integrations• Services Related To The Implementation And Takeover Of The Service• Service Management, Reporting And Continuous Development• Possible Services Related To Licenses And Their Maintenanceprocurement The Final Content, Scope, Limitations And Requirements Will Be Specified As The Preparation Progresses. The Feedback Received In The Market Dialogue Can Be Taken Into Account In The Further Preparation Of Procurement Documents. 3. Planned Procurement Procedure The Kymenlaakso Welfare Area Estimates That It Will Carry Out A Possible Subsequent Procurement As An Internal Tender For Hansel Oys It Consulting 2023–2028 Dynamic Procurement System (Dps) In The Application And Software Development Services Sub-Area. Based On That, No Offer Comparison, Supplier Selection, Or Procurement Decision Is Made. Participating Or Not Participating In The Market Dialogue Does Not Affect The Suppliers Position In A Possible Subsequent Dps Internal Tender. 4. The Objectives Of The Market Dialogue The Market Dialogue Aims In Particular To Find Out:• Whether The Initial Minimum Requirements Drawn Up For The Procurement Are Clear, Appropriate And Feasible• Whether Any Initial Requirement Limits The Competition Or The Possibilities For Bidders To Participate• Whether Any Initial Requirement Causes Significant Costs Or Customer-Specific Development Needs• What Kind Of Service Model Is Suitable For The Target Of The Acquisition• How The Pricing Structure Should Be Formed In Order To Obtain Comparable Offers In A Possible Tender• Are The Initial Expert Roles, Experience Requirements And Competence Requirements Are Appropriate• Are The Initial Workload And License Assumptions Realistic• Is The Planned Comparison Model Appropriate And Competitive The Procurement Unit Is Considering A Comparison Model In Which The Initial Weighting Of Price Would Be 70%, Experts Experience And Competence 15%, And The Service Production And Continuous Development Model 15%. Suppliers Are Asked To Evaluate The Models Appropriateness And Competitive Effects. 5. Materials To Be Used In The Market Dialogue One Excel Response Form Is Provided As An Attachment To The Market Dialogue, Which Contains The Sections Regarding Commenting On The Minimum Requirements, Hansels General Requirements, The Expert Model, The Price Form And The Service Model, As Well As Thematic Questions. Are Not Asked To Nominate Experts, Submit Resumes, Or Give A Binding Offer Or Binding Prices. The Supplier Can Give Indicative Estimates Or Describe Pricing Principles As Requested In The Form. The Supplier Is Asked To Keep The Excel File Structure, Tab Names, Questions, Codes, Column Headings And Formulas Unchanged. 6. The Nature Of The Market Dialogue The Market Dialogue Is Part Of The Procurement Preparation.• No Bids Or Binding Prices Are Requested In The Market Dialogue• No Comparison Of Offers Is Made From The Answers• No Supplier Selection Or Procurement Decision Is Made Based On The Market Dialogue• The Market Dialogue Does Not Create A Contractual Relationship• No Compensation Is Paid For Participation, Preparation Of Answers Or Possible Presentations Answers Given By Suppliers Are Not Binding On Suppliers Or The Procurement Unit. The Kymenlaakso Welfare Area Can Use The Information Received In The Preparation Of The Procurement Target, Requirements, Pricing Model, Comparison Criteria And Tender Documents. After The Market Dialogue, The Procurement Unit Can Change, Specify Or Delete The Requirements, Assumptions And Comparison Criteria Presented In The Drafts.
