Evaluation Consultancy Services - Evaluation Of The Support Of The Prdp 2021-2027 For The Implementation Of The European Child Guarantee. The Subject Of The Public Procurement Includes The Evaluation Of Ten Procedures Related To The Support For The Implementation Of The European Child Guarantee In Bulgaria, Which Was Carried Out Under Op Hrd And Hrd. Within The Framework Of This Support, Operations Financed Under The Prhr And Ophrr Continue To Be Implemented, Which Are Part Of The Operational Plans For The Implementation Of The Long-Term Action Plan In Implementation Of Recommendation (Eu) 2021/1004 Of The Council For The Establishment Of A European Guarantee For The Child In Bulgaria (2030), For The Periods 2023-2024 And 2025-2026. The Purpose Of The Contract To Be Concluded As A Result Of This Public Procurement, Is To Evaluate The Overall Support Of Op Hrd And Hrd For The Implementation Of The European Child Guarantee In Bulgaria, Including Its Effectiveness, Scope, Results And Contribution To The Achievement Of The Initiatives Goals. The Evaluation Should Build On The Evidence Base Created Through The Evaluations Of The Support For The Deinstitutionalization And Social Inclusion Of Children Carried Out In The Previous Program Periods, While Ensuring Continuity In The Monitoring Of The Results Of The Support Provided. The Focus Of The Assessment Should Be On The Implementation Of The European Child Guarantee As A Strategic Framework For Improving Access To Basic Services And Reducing Child Poverty And Social Exclusion. The Evaluation Will Include Only The Activities Of The Evaluated Procedures, Which Are Aimed At The Implementation Of The European Child Guarantee In Bulgaria.​​​​​​​​ It Should Clearly Distinguish Evidence (Found Facts And Data), Conclusions (Results Of The Analysis Of Evidence), Conclusions (Evaluative Interpretation Of The Main Findings) And Recommendations (Suggestions For Action Based On The Conclusions). The Report Must Be Structured In A Way That Allows Clear Tracking Of The Logical Connection Between The Evidence Used, The Analysis Performed, The Main Conclusions, The Formulated Conclusions And The Proposed Recommendations, More Specifically, The Report Must: - Show In What Way And To What Extent The Support Under Op Hrd And Hrd Contributes To Achieving The Goals Of The European Child Guarantee In Bulgaria, As Well As What Are The Factors That Determine This; - To Present The Main Conclusions, Conclusions And Lessons Learned; - To Have A Maximum Volume Of 120 Pages, Excluding The Summary And Appendices; - To Contain Sufficient Information And Analytical Reasoning, Allowing The Reader To Follow The Evidence Used And The Logic Of The Conclusions Drawn Without The Need To Use Additional Materials; - Be Prepared In Clear And Professional Language And Use Visual Elements (Tables, Graphs, Charts And Diagrams) When They Improve The Understanding And Presentation Of The Results
