Tenders are invited for Supply, Delivery, Installation, Testing and Commissioning of EU-Erasmus + Mesita Laboratory Equipment. INTRODUCTION AlumUnite Limited (ALU), acting as the operational contracting/procurement entity under the EPMC-approved MESITA procurement process for the Erasmus+ Capacity Building in Higher Education project Master of Science in Smart Farming and IoT in Agriculture (MESITA), Grant Agreement No. 101237110, hereby invites competent and experienced Contractors, Suppliers and Vendors to submit tenders for the Supply, Delivery, Installation, Testing and Commissioning of MESITA Laboratory Equipment for four Nigerian partner universities, University of Port Harcourt (UPH), Enugu State University of Science and Technology (ESUT), Michael Okpara University of Agriculture Umudike (MOU), and Obafemi Awolowo University (OAU). This procurement supports Work Package 5 (Lab Infrastructure Development and Procurement Processes) and Deliverable D5.1 of the MESITA project. 2. SCOPE OF WORK The procurement is structured into a single lot. Tenderers must submit one complete offer covering the full consolidated lot (categories A, B, & C). Partial bids will not be accepted unless expressly permitted by ALU through a formal addendum. Category A: Computing, Networking and Accessories. Scope: Procurement, Installation, Testing and Commissioning of Desktop/Laptop Computers, Networking Equipment and other Accessories. Beneficiaries: UPH, ESUT, MOU, OAU Category B: Embedded Systems, FPGA and IoT Hardware. Scope: Procurement, Installation, Testing and Commissioning of Monitors, Routers, Switches, Embedded Systems and IoT Hardware. Beneficiaries: UPH, ESUT, MOU, OAU Category C: Precision Agriculture, Robotics and Sensors. Scope: Procurement, Installation, Testing and Commissioning of FPGA Kits, Robotics, Sensors and Smart Farming Equipment. ELIGIBILITY REQUIREMENTS Prospective tenderers must submit the following: a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC), including Form CAC 1.1 or CAC 2 and CAC 7. b. Evidence of Company Income Tax Clearance Certificates for the last three available years, where applicable, with a minimum average annual turnover of 50 million. c. Sworn Affidavit from a High Court or Court of Coordinate Jurisdiction disclosing: i. Whether any officer of the company is a former or present Director, Shareholder or has any pecuniary interest in ALU or in any beneficiary MESITA Institution; ii. Confirming that all information presented in the bid is true and correct in all particulars; iii. That no Director has been convicted of any criminal offence relating to fraud or financial impropriety or criminal misrepresentation. d. Companys Audited Accounts for the last three (3) years (2023, 2024, 2025), duly acknowledged by FIRS. e. Reference letter from a reputable bank or other credible evidence of financial capacity to execute and deliver the contract. f. Company profile describing business operations, relevant experience and implementation capacity. g. At least two relevant contracts completed within the last five years, where the company has operated for that period; newer companies may submit equivalent evidence of relevant capacity. h. For Joint Ventures or Partnerships: Memorandum of Understanding (MoU) identifying the Lead Partner (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR and Sworn Affidavit are compulsory for each JV partner). i. Completed Declaration of Honour, Eligibility, Conflict of Interest and Non-Collusion (Form 3 of the Tender Package). 4. EVALUATION METHOD Tenders will be evaluated using a best-value-for-money methodology in the following sequence: Stage 1: Administrative eligibility and completeness Pass / Fail (not weighted) Stage 2: Mandatory technical compliance Pass / Fail (not weighted) Stage 3 Price: 60% (lowest compliant evaluated price scores maximum) Stage 3 Delivery plan: 15% Stage 3 Warranty / support: 15% Stage 3 Supplier capacity: 10% Only tenders that pass Stages 1 and 2 will proceed to weighted evaluation. The award is subject to EPMC approval in accordance with the MESITA Equipment Procurement Manual (MESITA-PROC-001). ALU reserves the right to annul the procurement process at any time before contract signature without liability, in accordance with the MESITA Equipment Procurement Manual, applicable law, and EPMC-approved procedures. 7. GENERAL INFORMATION This procurement is funded by the European Union under Erasmus+ Grant Agreement No. 101237110. Views and opinions expressed are those of the author(s) only and do not necessarily reflect those of the European Union or EACEA. All submissions must be in English Language and signed by an official authorised by the tenderer. Documents in other languages must be accompanied by certified English translations. Bids must be priced in EUR. VAT and all applicable taxes must be shown separately. ALU will not be liable for late, failed, inaccessible, corrupted, password-protected without password, wrongly addressed, or wrongly labelled submissions. Any extension or clarification will be issued through a formal addendum and made available to all registered tenderers. Any actual, potential or perceived conflict of interest must be disclosed in Form 3. Undisclosed conflicts may result in disqualification and exclusion from future MESITA procurements. This procurement is conducted under the MESITA Grant Agreement No. 101237110, the MESITA Equipment Procurement Manual, and EPMC-approved procedures.
