Tenders are invited for Project Development Officer - Caracas Closing Date: 15 Aug 2026 Type: Consultancy As Project Development Officer, she will be in charge of ensuring the preparation of technical proposals and the management of the grant cycle to ensure the strategic financing of the response to the emergency of the seismic double-act of 06-24-2026. It will act as the main internal and external communication liaison, ensuring the timely submission of high-quality narrative reports to donors and institutional visibility of achievements in the country. FEATURES Project Management and Cycle Contribute to the drafting, technical review, and consolidation of project proposals, concept notes, and emergency budgets. Support in the contractual compliance of grants and ensure the timely delivery of narrative and technical reports to donors. Analyse and communicate donor-specific policies and requirements to field implementation teams. 2. Coordination and External Relations Develop external communication products and success stories to make visible the impact of humanitarian interventions. Ensure that all operational activities strictly comply with the corporate visibility plans required by donors. Participate in external coordination meetings to strengthen strategic alliances with other actors in the humanitarian sector. 3. Resource Management (FLATS) Human Resources: Facilitate communication and the flow of technical information between the program, finance, and logistics departments. Logistics: Ensure that all contractual documentation, proposals and reports are properly filed digitally. Finances: Monitor compliance with critical reporting deadlines to avoid delays in disbursement requests. 4. Quality and Development Track new funding opportunities on a daily basis aligned with the national disaster response strategy. Coordinate with program teams and support the collection of data and lessons learned for the formulation of future projects. Support in the identification and due diligence processes of local partners to advance the localization agenda in the humanitarian response. Requirements Mandatory: Professional degree in: Social Sciences, International Relations, Development Studies, Literature or related areas. Proven previous experience in the humanitarian sector, oriented to the development of technical proposals and relations with institutional donors. Knowledge of international donor funding guidelines in emergency response Demonstrated ability for advanced technical writing of reports and proposals in Spanish and English. Advanced proficiency in Microsoft Office for data management and document writing COMPETENCIES: High ability to prioritize tasks and meet critical deadlines in dynamic emergency environments. Results-oriented with high accuracy in deliverables to ensure donor satisfaction. Proactivity for knowledge management and ease for multidisciplinary collaborative work. Conditions Contract for the provision of services under the figure of Professional Fees for 3 months with the possibility of renewal depending on budget availability and performance.
